Program Overview

WRI’s air quality program is a global initiative that seeks to identify, build awareness of, and eliminate the root causes of air pollution that damages climate, human, and ecosystem health. The program has three main areas of work: (i) engagement with city stakeholders to use participatory science to diagnose and develop targeted, cost-effective clean air solutions to protect human health and climate, (ii) working with the science community to convert innovative methods into tools and products that communities and policymakers can use to better manage their impact on the atmosphere, and (iii) working with national governments and business networks to design and implement broader regional-to-global air quality governance. It is a part of the WRI Ross Center on Sustainable Cities, with additional oversight from the Data Lab and engagement with Climate, Governance, Energy, and other programs at WRI. The team is global, with senior experts distributed across WRI’s network of international offices

WRI Indonesia air quality program is growing along with the new USAID-funded program called “Clean Air Catalyst”, which will be implemented by a global consortium that WRI is leading with EDF and other partners. The consortium includes six additional partners: Clean Air Toolbox for Cities (Columbia University), Climate and Clean Air Coalition, Internews Network, MAP-AQ, OpenAQ, and Vital Strategies. The program will work in three pilot regions with WRI international offices and local partners to test and refine a three-part data to action methodology for improving air quality and delivering climate co-benefits. The Catalyst, in collaboration with Environment Agency/Dinas Lingkungan Hidup (DLH) DKI Jakarta, established “Stationary” fixed ambient air quality monitoring by installing instruments placed in seven locations across the Jakarta Metropolitan Area. Three of the instruments will be installed in new locations, consisting of the West Jakarta Mayor Building (Site CAC1), East Jakarta Mayor Building (Site CAC2), and Marunda Low-Cost Public Housing Flat (Rusunawa) (Site CAC3). The other four locations will be located in current stations managed by DLH, which are DKI2 (Kelapa Gading, North Jakarta), DKI3 (Jagakarsa, South Jakarta, DKI4 (Lubang Buaya, East Jakarta), and DKI5 (Kebon Jeruk, West Jakarta). The measurement will be focused on PM2.5, Black Carbon, as well as meteorological parameters affecting the dispersion of pollutants.

Job Highlight

The Air Quality Monitoring Technician must be based in Jakarta with office-flex working arrangement. The position holder is responsible to maintain the operationalization of CAC’s Air Quality Monitoring Stations from conducting regular filter changing, inspection upon error’s report, on-site works upon necessary, identify potential risk, and provide regular report to Line Manager for further decision making process

What You Will Do

  • Performing regular visit and maintenance work of air quality monitoring equipments, meteorological sensor, and its systems.
  • Performing regular filter changing for air quality monitoring equipments.
  • Providing technical service support for troubleshooting of air quality monitoring instruments.
  • Preparing technical reports on maintenance works and regular visit
  • Updating regular maintenance log book and securing it will be up to date
  • Supporting capacity building, transfer knowledge, training and prepare training materials for partnersCoordinating with vendor on maintaining the air quality monitoring equipments

What You Will Need

  • Diploma/Degree in engineering (Electrical/Mechatronics/Mechanical) or relevant science disciplines
  • Professional working experience in air quality or meteorological instrument/analyser operation, calibration and maintenance
  • Ability to effectively communicate data and findings to internal audiences using data visualization, clear writing, and compelling presentation
  • Ability to organize and manage data using best practices for documentation
  • Good team player and able to work independently with minimum supervision
  • Possess excellent problem-solving skills
  • Good oral and written skills in English
  • Able to work in fast-paced environment, self-motivated and proactive
  • Strong desire to learn
  • Able to travel to the sites frequently
  • Problem-solving skills;
  • Eagerness to learn, to help, to share knowledge;
  • Legally able to work in Indonesia.

Deliverables

  1. Ensure fully-functioning of CAC Air Quality Monitoring Stations and communicating it regularly to the Air Quality team by regular visit technical report that includes information on the instrument functional status and update the maintenance log book regularly in a timely manner.
  2. Documenting any technical challenges experience including the resolutions approach taken for lesson learned and further research purposes
  3. Develop any technical guidelines for transfer knowledge as assigned

Durations

This position is expected to start immediately with contract period up to 31 October 2024

Terms of Payment

Daily-rate based Consultant with maximum 0f 135 (one hundred and thirty-five) working days for the whole contract period or 17 (seventeen) working days per month.

Contract Arrangement

Individual consultancy contract (Part-time, limited term)
