UNESCO facilitated the development of the Afghanistan Education Sector Transitional Framework (AESTF) 2022-2023 to coordinate and align programmatic approaches, strategies, and investments in the education sector across stakeholders. UNESCO, together with USAID and the World Bank, co-chairs the Education Strategic Thematic Working Group (Ed-STWG) in Afghanistan, providing strategic leadership for the sector while bringing together both the humanitarian and basic human needs actors to deliberate and make decisions on sector-wide technical, financial, and operational issues. Long Description ---------------- The Global Partnership for Education (GPE) system capacity grant (SCG) is one of the GPE’s country-level grants, which seeks to strengthen the education sector's capacity in Afghanistan in the current operating context to facilitate access to quality education service delivery. It aligns as much as possible with the GPE 2025 operating model’s enabling factors for strong education systems, namely: a) Volume, equity, and efficiency of domestic finance, b) Gender-responsive sector planning, policy, and monitoring, c) Data and evidence, and d) Sector coordination. UNESCO is implementing the SCG in Afghanistan as the Grant Agent. One of the key outputs is the next Afghanistan Education Sector Transitional Framework for the 2024-2025 period. Against this backdrop, UNESCO is identifying a capable senior international expert to be engaged in the process of the development of the AESTF 2024-2025. Long Description ---------------- **Objective:** The objective of this consultancy is to be engaged in the process of the development of the AESTF 2024-2025. In close consultation with the GPE SCG project team at UNESCO Office in Kabul and education sector stakeholders, the consultant will be actively engaged in the development of the AESTF 2024-2025. The consultant will also facilitate meetings with education sector stakeholders to validate and endorse the AESTF 2024-2025.Scope of Work: Under the overall authority of the Officer-in-Charge of UNESCO Office in Kabul and the overall supervision of the Head of Education Unit, the consultant will be responsible for the following: 1. Support the GPE SCG project team at UNESCO Office in Kabul in developing the AESTF 2024-2025, including Theory of Change, Results, M&E and Costing Frameworks 1. Provide technical advice to the GPE SCG Project team on the AESTF 2024-2025 development, including Theory of Change, Results, M&E and Costing Frameworks 2. Support the GPE SCG project team in organizing the AESTF 2024-2025 technical consultations and endorsement meetings with education stakeholders. 1. Support the GPE SCG project team in preparing presentations for the AESTF 2024-2025 technical consultations and endorsement meetings with education stakeholders. 2. Participate in the technical consultations and endorsement meetings (the endorsement meeting is tentatively scheduled to take place outside Afghanistan by the end of January 2024. Further details to be confirmed). 3. Facilitate the technical consultations and endorsement meetings. **Consultant's Obligations:** In line with UNESCO’s overall gender mainstreaming strategy, the senior consultant is also expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. Long Description ---------------- **Deliverables and Timeline:** 1. Draft of the AESTF 2024-2025 including Theory of Change, Results, M&E and Costing Frameworks (15-January-2024). 2. Presentation materials for AESTF technical consultations and endorsement meetings (20-January-2024). 3. Final report on the work completed by the consultant and any supporting documentations (16-Febuary-2024). Work Modality: The consultant will work remotely with possibility for intermittent on-site support, including but not limited to in-person participation in the AESTF 2024-2025 endorsement meeting scheduled to take place outside Afghanistan by the end of January 2024. **Condition of Work:** UNESCO will not provide any equipment to the consultant. The consultant should use his/her own equipment. **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education:** - Advanced university degree in Education, Social Sciences, Gender Studies, or related fields. **Work Experience:** - Proven expertise and at least 10 years of experience in education policy and strategy development, education sector planning, particularly in conflict-affected contexts. - In-depth knowledge of the education sector in Afghanistan and the specific challenges faced by girls and women in accessing education, especially in the current socio-economic and political context of Afghanistan. **Language:** - Excellent command in written and spoken English. **Skill and Competencies:** --------------------------- - Strong analytical and research skills, including proficiency in quantitative and qualitative data analysis with a proven track record of producing high-quality reports. - Excellent communication, coordination, and interpersonal skills. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
