Result of Service Effective coordination and management of the 3RF Effective UN support to the 3RF secretariat Effective support to RCO on CCA-CF process and UNCT coordination

Expected duration The assignment will be from 1 January 2022 on part-time basis, for a duration of 5 months.

Duties and Responsibilities The UN Resident Coordinator's Office (RCO) provides advisory and technical support to enable and facilitate the planning and operational activities of the UN development system in an integrated manner. The Consultant will provide advice and support to the RCO for coordinating and planning UN integrated response for recovery, reform and development of Lebanon.

Under the supervision of the Team Leader of the UN Resident Coordinator's Office and reporting directly to her, the consultant will be responsible for the following:

1) Lead UN coordination of the 3RF: i) Represent the UN in the 3RF technical team, ii) Advise and support the preparation and coordination of 3RF products and activities; iii) Support the initiation and development of related preparatory and follow-up action; iv) Provide guidance and input in the preparation of, organization of and follow up to the 3RF Consultative Group; v) Manage the UN focal point in the 3RF secretariat and ensure strong coordination with EU and WB focal points in the Technical Team and Secretariat. 2) Support the RC and RCO on other processes, namely: i. Provide input to the analytical and planning processes for the UN Sustainable Development Cooperation Framework (UNSDCF) ii. Facilitate and support UN coordination mechanisms, in particular Data and Statistics Working Group (DSWG) and the Working Group on Evaluation iii. Provide strategic advice and technical support with regard to joint programming/programmes and related financing/resource mobilization

Qualifications/special skills Competency: - Strategic vision and strong technical and analytical capabilities - Excellent organizational and management skills - Ability to negotiate at decision-making level - Ability to handle effectively tasks without compromising quality, team spirit and positive working relationships - Ability to operate effectively in a changing and complex environment, and to produce results under stress - Strong interpersonal and communication skills - Proven experience in humanitarian and transition coordination and resource mobilization - Good knowledge of UN system, procedures and operational activities for development - Knowledge of results-based management, monitoring and evaluation - Excellent knowledge of English and French, including writing and oral skills Academic Qualifications: Graduate level university degree or higher, in development economics, political science, statistics, international development and/or management and coordination. Experience: Senior grade advisor with at least ten years work experience in humanitarian, development and/or transitional operations. At least four years work experience in the field, ideally in a post-conflict setting. Language: English, French
