- Purpose of the Consultancy
Adapt and apply regionally developed health system governance training modules for Ministry of Health programme managers (at central and local levels) to promote whole-of-government and whole-of-society approach in response to the COVID-19 pandemic and to advance Universal Health Coverage (UHC) and Health Security.
- Background
The Sustainable Development Agenda, anchored around the 17 Sustainable Development Goals (SDGs) and 169 targets, is a universal, people-centered and planet sensitive agenda, with a set of goals and targets outlining a roadmap to transform our world. Out of the 17 SDGs, SDG 3 is specifically devoted to health: “Ensure healthy lives and promote well-being for all at all ages”. Achieving Universal Health Coverage (UHC), defined as access to quality essential health-care services without incurring financial hardship, is the hallmark of SDG 3, as it provides a platform for an integrated action across all 13 health targets. Furthermore, at the first-ever UN High-Level Meeting on UHC in September 2019, a political declaration on UHC was adopted that all people have access to services and do not suffer financial hardship paying for them.
Despite the achievements Jordan has made towards achieving UHC, the Jordanian health sector continues to face important challenges with respect to its organization, governance, and financing. In addition, Jordan is experiencing an epidemiological and demographic shift where the burden of non-communicable diseases is increasing and that of the communicable diseases is decreasing; and there is huge influx of Syrian refugees in the country. A population census in 2015 found that out of the 9.5 million individuals living in Jordan, 13.2% are Syrian refugees, accounting for 46% of all non-Jordanians in the country. Further, household Expenditure and Income Survey in 2018 showed that only 68% of the population are insured. This has imposed huge pressure on the health sector and the capacity of the government to effectively respond to the health needs in the country.
A governance assessment conducted by WHO in 2017 revealed a lot of challenges associated with health system governance are leading to ineffectiveness and inefficiency of the health system. This includes the lack of established accountability mechanisms, ineffective referral system, little sense of ownership by the service providers and patients regarding the use of health services, poor coordination between the public and private sectors, weak utilization rates for primary health care services, lack of treatment protocols, lack of health coverage map and establishment of new hospitals and buying costly technology with no reference to the actual market needs. The assessment also identified specific constraints that impede the stewardship role of government, including unclear definition of the roles and responsibilities of key actors, challenges fostering intersectoral collaboration, poor health policy implementation, and absence of clear accountability roles for the different levels of government.
Since the onset of the COVID-19 pandemic, Jordan has engaged with partners, academia, and other stakeholders to promote ‘whole-of-government’ and ‘whole-of-society’ approach in its response. Jordan’s Ministry of Health (MoH) developed National COVID-19 Preparedness and Response Plan in line with WHO’s Strategic Preparedness and Response Plan covering nine pillars. The National COVID-19 Preparedness & Response Plan’s objective is to define the overarching framework for the MoH, the relevant national partners, and international actors to accelerate their capacity to prepare and respond to the COVID-19 pandemic. However, the complexity of managing the pandemic has exacerbated many vulnerabilities related to gender, equity and other human rights concerns. It has also made it clear that leadership, multisectoral approaches, accountability, transparency and a whole-of-society approach are crucial to strengthen the effective response to the pandemic (including to address issues related to gender, equity and human rights), to accelerate the recovery of the health system, and building back better for the “new normal”.
Accordingly, WHO/EMRO developed health authorities’ capacity building training modules to be adapted to different EMR country contexts. The purpose of this training would be to strengthen the health system leadership and governance competencies of high-level program managers at Jordan’s MoH (central and peripheral levels) to improve broader health system performance and to promote sustainable integration approaches for gender, equity and human rights.

Output 1: Adapt the regionally developed health system governance training course for the Jordanian context (25 days)
- Deliverable (1): Prepare pre-workshop activities and questionnaire for participants based on online discussions with WCO Jordan, EMRO and key stakeholders.
- Deliverable (2): Adapt the course modules and develop a training plan for Jordanian context
Output 2: Apply and deliver training course in Jordan (10 days)
- Deliverable (1): Coordinate and conduct one Training of Trainer (ToT) workshop with selected participants
- Deliverable (2): Support coordination of one ToT-led workshop with selected participants
Output 3: Review and evaluate impact of training modules (15 days)
- Deliverable (1): Conduct post-training evaluation survey to review and evaluate changes in understanding among participants, as well as collect feedback on training quality
- Deliverable (2): Prepare a final report on training activities, including lessons learned
Required Qualifications
Education:
Essential: Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in medical sciences.
Desirable: Post-graduate degree in public health, public administration, international relations, business administration, social sciences. Academic pursuits in the area of health system governance to promote accountability and transparency
Experience****:
- From 5 to 10 years of working experience in the areas of health system strengthening and governance.
- Work experience within WHO and UN System or international experience in the relevant field
- Senior experience working directly with Ministries of Health and Government officials in EMR
- Evidence of having undertaken similar assignments is an asset
Skills/ Technical knowledge
The selected candidate should demonstrate a wide set of technical and soft skills including:
- Expert analytical skills in overall aspects of designing and conducting trainings
- Strong ability to produce comprehensive training modules and workshop reports in a clear and presentable format
- Ability to strategically translate training needs into real and tangible case studies and courses
- Ability to work effectively in a multicultural environment and facilitate and encourage open communication
Language
Essential: Excellent verbal and written English and Arabic communication skills
Location:

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
