Result of Service

The assignment will be carried out under the overall guidance of the Regional Office for East Africa (ROEA) Representative and direct supervision of the Regional Coordinator of GPCAE.

More specifically, the consultant will perform the following tasks: • Implementation of prioritised activity identified in the ICCWC Indicator Framework recommendations in Madagascar, which may include development of capacity-building tool for prosecutors and plan logistics for training or workshop delivery and coordinate implementation of the Cross-Regional Wildlife Conservation in Eastern and Southern Africa and the Indian Ocean project (30 working days).

• Finalization of the ICCWC Indicator Framework report for Kenya, launch and implementation of prioritized activities, which may include facilitation and organizing meetings, proposing TORs, drafting agenda and plan logistics for training or workshop delivery and coordinate implementation of the Cross-Regional Wildlife Conservation in Eastern and Southern Africa and the Indian Ocean project (30 days).

• Coordination of implementation of the Cross-Regional Wildlife Conservation in Eastern and Southern Africa and the Indian Ocean project activities, which may include facilitation and organizing meetings, proposing TORs, drafting agendas for training and workshop delivery, and plan logistics for training and workshop delivery (40 working days).

Duties and Responsibilities

Crimes that affect the environment, including wildlife and forest crime, crimes in the fisheries sector, minerals and waste crime, are a serious and growing problem. These crimes are not only a major and significant threat to the security of the environment, but also frequently involve other forms of serious criminality such as money laundering, corruption, human trafficking, tax and customs fraud, labour exploitation, and serious violations of environmental and public health and safety laws. Organized criminal networks are moving poached or illegally harvested natural resources using a variety of smuggling techniques, often by means of existing infrastructure and well- developed routes used for the trafficking of drugs, people, weapons, counterfeit goods and other forms of contraband. Furthermore, these crimes rob communities of their natural resources, impacts livelihoods and food security of local populations.

To address this, UNODC’s Global Programme on Crimes that Affect the Environment (GPCAE) delivers a range of technical assistance activities within several thematic areas towards achieving the key project objective of strengthening capacity to prevent and combat crimes that affect the environment on a regional, national and local basis. The GPCAE also raises awareness of such crimes among different stakeholders at the global and regional levels, including civil society, aiming to contribute to the reduction of demand for illegally exploited natural resources.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in political sciences, international relations, law, business administration, economics or public administration or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of experience at the international level, related to wildlife, forest, and other crimes that affect the environment required. Experience in programme/project coordination, development, execution, implementation, monitoring/evaluation, and facilitation of group discussions is required. Experience working in the areas of criminal justice responses to crimes that affect the environment and climate, anti-corruption, legislative assistance is desirable. Previous field experience in Africa required. Previous experience working with the IGAD, HAWEN, EAC and/or SADC Secretariat desirable. Experience with a United Nations organization in a related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English and French, i.e. oral and written proficiency with proven drafting and communication skills is required.
