Result of Service Under the supervision of the UNICRI Programme Officer, the Consultant will perform the below-listed duties:

- Analyze current policy frameworks, identify gaps or areas requiring improvement and provide a comparative analysis of policies from other regions or countries, highlighting best practices and lessons learned. - Collect and analyze data relevant to the policy area (including statistical information, case studies, and research findings) and present data in a clear and accessible manner, using charts, graphs, and tables when appropriate. - Facilitate consultation meetings, workshops, or interviews with key stakeholders, including government officials, experts, and relevant organizations. - Gather input and feedback from stakeholders to incorporate diverse perspectives into the policy paper. - Draft the policy paper, including executive summaries, policy recommendations, and supporting content and review the paper for clarity, coherence, and adherence to the organization's style and formatting guidelines. - Support the review process to validate the paper's content and recommendations. - Identify potential risks or challenges that could impact policy development or implementation and propose contingency plans.

Duties and Responsibilities The United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

  • to advance understanding of crime-related problems;
  • to foster just and efficient criminal justice systems;
  • to support the respect of international instruments and other standards;
  • to facilitate international law enforcement cooperation and judicial assistance.

One of the strategic priorities of UNICRI is to support the development of an integrated Chemical, Biological, Radiological and Nuclear (CBRN) approach that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system.

In October 2022, a joint UNODC-UNICRI project was launched to prevent and counter the use of chemical weapons by non-state actors for terrorist purposes in Indonesia. Within this framework, UNICRI is responsible to carry out a number of activities, including a training on prevention and control measures and the development of a National Action Plan. The Consultant will provide technical support to facilitate and ensure a smooth implementation of the project activities.

With specific reference to the project “Terrorist Use of Chemical Weapons - Strengthening Legal and Policy Frameworks, as well as Prevention and Control Measures, to Counter the Use of Chemical Weapons by Non-state Actors for Terrorist Purposes in Indonesia”, funded by the United Nations Office on Drugs and Crime (UNODC), during the period November-December 2023, the Consultant will assist the Programme Officer in the process of the collection and analysis of relevant information and data to inform the development of a policy paper on preventing and responding to the use of chemical weapons for terrorist purposes.

Qualifications/special skills An advanced University degree (Master or equivalent) in public policy, public administration, international affairs, or a related field is required. At least 5 years of relevant professional experience in policy development in security, counterterrorism, or chemical, biological, radiological, nuclear (CBRN) risk mitigation is required. Previous relevant experience with the United Nations or similar large international or regional organizations is desirable. Previous experience in working on chemical safety and security issues is desirable. Experience in Southeast Asia Region is desirable.

Languages Proficiency (i.e. oral and written fluency) in English is required.
