In the wider context of the 2030 Agenda, delivering results through partnerships with UN agencies is more important than ever. In an effort to improve the effectiveness, efficiency, integration, accountability and governance of the UN development system and its entities, the far-reaching reform of the UN development system which the UN Secretary-General launched and which UNICEF fully supports, has the potential to accelerate progress towards the achievement of the Sustainable Development Goals. Given the importance of this reform, UNICEF’s Public Partnerships Division is increasing the capacity of its UN Partnerships Team. In this context we are also looking for a consultant to join UNICEF.

How can you make a difference?

The incumbent will be a member of the UN Partnerships Team which is at the center of UNICEF’s strategic engagement on the UN reform agenda and interagency work. The main function and responsibilities of the UN Partnerships Team are: 1) monitor and report on implementation of the Quadrennial Comprehensive Policy Review Resolution; 2) support senior management's engagement in the Chief Executives Board for Coordination (CEB) and its two pillars, and other interagency fora on issues related to UN Coherence and UN Reform; 3) provide guidance and maintain communication with field colleagues on issues related to the reform of the UN development system and UN coherence as a part of field engagement.

Under the overall supervision and guidance of UN Partnerships Manager (P4; Post 21676), the UN Partnerships Officer will provide increased capacity to the work of the UN Partnerships Team, especially with regards to enhanced communications with UNICEF field offices, HQ colleagues and other UN agencies for effective program delivery and results for children.

  1. Develop communication and knowledge-management products and strengthen information channels to keep UNICEF field staff as well as HQ colleagues abreast of the latest developments on UN coherence issues:
  • Develop UN Coherence updates and organize other information sharing opportunities such as presentations, webinars:
  • Provide support in maintaining and updating the UN Partnerships intranet and public intranet website and ensure content is pertinent and accessible to audiences;
  • Provide support in the development and maintenance of (new) knowledge management tools to keep field staff informed and document good practices and lessons learned from our operations with a focus on UN partnerships.
  1. Contribute to the preparation for and monitoring outcomes of high-level interagency meetings, such as the Executive and Deputies Committees, United Nations Sustainable Development Group (UNSDG), the CEB and its pillars – the High Level Committee of Programmes (HLCP) and the High Level Committee on Management (HLCM) – among others:
  • Coordinate in-house expertise to optimize UNICEF’s effective engagement;
  • Prepare comprehensive and strategic briefing packages for senior management’s participation in interagency meetings;
  • Follow-up on interagency meetings, interact with other agency counterparts to help strengthen interagency relations and prepare meeting summaries to identify key takeaways and any necessary UNICEF follow-up.
  1. Contribute to the internal coordination of our Common Agenda proposals where UNICEF is a co-lead/contributor, and monitor the intergovernmental and interagency fora on key discussions in support of UNICEF and its mandate:
  • Support the internal coordination of the organization’s engagement in the Our Common Agenda, ensure information is shared in a timely manner, and is shared with key internal counterparts;
  • Engage in and monitor critical interagency and intergovernmental meetings and report relevant information back to the organization.
  • If needed, support in preparing UNICEF’s contributions to relevant discussions and reports, interagency monitoring frameworks and guidance materials.
  1. Support the UN Partnerships Team with other tasks as relevant and as assigned by supervisor.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree (Masters' or higher) in any of the following fields: Social Sciences, Global studies or related field.
  • A minimum of two years relevant professional experience in one or more of the following areas is required : international development, political and/or intergovernmental relations, or other fields related to the work of UN Partnerships. Experience at country level is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Location: On-site at New York Headquarters

Insurance: UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the contractor's service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).

Visa requirements

Individuals are personally responsible for obtaining any required visa, covering the entire period of their contract. If necessary, UNICEF will support the process by providing relevant documents such as the proof of contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
