Result of Service The consultant will enable the deployment of a fully functional, multi-lingual eT Ready tracker in beneficiary countries of UNCTAD’s capacity building support in the area of e-commerce and digital economy.

Duties and Responsibilities Under the supervision of the UNCTAD DECBS project manager, the consultant will carry out the following activities.

1) Develop the eT Ready Tracker based on the Reform Tracker for National Trade Facilitation Committees, and specifically implement the following main changes: - Creation of a three-level structure (Outcomes, Outputs, Actions) - Enable the creation of “deliverables” - Turn the “Implementation Checklist” into a dynamic “Deliverables Checklist” - Adapt the “Statistics” tab functionalities, in particular “Implementation Status”

2) Add/delete/amend layouts, menus, buttons, wordings, roles, links, as specified in the mockup and based on regular interactions with the DECBS team

3) Implement corrective actions after testing, together with DECBS team, the coherence of the different functionalities of the newly programmed eT Ready Tracker

4) Enable the setup of multiple work spaces (each workspace corresponds to a country) by the DECBS teams, in multiple languages (UN official languages, i.e. English and French)

5) Ensure that the IT infrastructure underpinning the eT Ready Tracker is fully compliant with UNCTAD’s mandated IT technical specifications, including server migration, and properly installed and tested in UNCTAD’s IT environment (see below)

6) Ensure corrective maintenance of the Tracker for the duration of the contract.

The consultant will deliver versions of the final product iteratively, throughout the development process, demonstrating the new features added in each iteration. Iterative version of the software will be deployed in the UNCTAD Microsoft Azure tenant and all source code will be maintained in UNCTAD Microsoft Azure DevOps git repositories. UNCTAD will provide all necessary resources and permissions in its UNCTAD Microsoft Azure tenant to the consultant.

Qualifications/special skills Masters degree in IT sciences or related. At least 5 years of relevant experience in IT development with proven excellent knowledge of the main IT programming tools and functionalities, such as Node.js, React.js, Node.js, Database MongoDB, Jenkins, Docker Swarm, JavaScript, SQL is required. Experience working in the development of IT tools for tasks management is a plus.

Languages Fluency in oral and written English is required.
