The consultant in the Innovative Finance for Children (IF4C) function, with Division of Private Fundraising and Partnerships (PFP) is to support UNICEF’s IF4C Senior Convener in the coordination of IF4C across cones, implementation of the global IF4C Strategy and help enable the use of financial instruments and financial frameworks to help accelerate results for children.

Scope of Work:

UNICEF is seeking to complement its current efforts to accelerate results for children through the use of new financial structures (e.g. blended finance, guarantees, impact investing) that can leverage additional resources for children (as well as make the use of existing resources more efficient and results-oriented). The Consultant is placed within the IF4C function within PFP, reporting to the IF4C Senior Convener. He/she will work closely with other divisions on innovative finance, including Public Partnerships Division, Office of Innovation, Division of Financial and Administrative Management, Programme Group, and Supply Division.

The objective of IF4C is to enable the use of financial instruments and financial engineering to help enable UNICEF to meet its programmatic requirements and fulfill its mission for children, youth, and women. This would be done by implementing new financial structures (e.g., blended funds, loans/guarantees, impact bonds) that can leverage additional resources/financing for children (as well as make existing resources more efficient and results-oriented). The Consultant will strategically support the IF4C function in coordinating innovative finance within UNICEF to implement the Global IF4C Strategy and its targets, frameworks, and initiatives. Specifically, the consultant would strategically support the:

  • Operationalization, implementation, and monitoring of the IF4C Strategy
  • Lead the development of IF4C materials/communications for knowledge management purposes; and
  • Develop lessons learned documents for key IF4C projects

- Consultancy project plan with key milestones, stakeholder inputs, and timelines developed that include:

  • Key moments for monitoring and progress updates on IF4C Tier 1 initiatives identified, including for the IF4C Directors, Core Group meeting and Executive Board updates
  • ICON, Internal and External Communication updates
  • IF4C Knowledge Management updates
  • Lessons learned presentations

- M&E and progress reporting framework and procedure for updating developed for UNICEF’ Global IF4C strategy and its IF4C Tier 1 initiatives.

- IF4C Knowledge Management template developed

- Lessons Learned template developed. - Global IF4C SharePoint update procedures developed.

By end of January 2024

- 2023 IF4C results report/messaging developed to be used for annual reports, briefing notes and OMP reporting.

- 1x progress report delivered that includes

  • Project Plan updated
  • M&E and progress reporting framework updated monthly for UNICEF’s Global IF4C strategy and its IF4C Tier 1 initiatives
  • IF4C Directors meeting (1 quarterly meeting coordinated and documented)

  • M&E and progress reporting framework updated monthly for UNICEF’s Global IF4C strategy and its IF4C Tier 1 initiatives
  • IF4C Directors meeting (1 quarterly meeting coordinated and documented)

  • Design Coordination: Coordinate with design support.
  • Review and Approval: Conduct thorough reviews of the content and design with input from relevant stakeholders. Incorporate feedback and secure final approval before moving forward.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree (Master’s or higher) in Public Policy, Business Administration, International Development, International Relations, or related field is required. Alternatively, a first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Experience:

  • A minimum of 7 years of relevant professional experience at national and international levels in project management, coordination, partnerships, development, or other relevant areas is required.

  • Experience working with innovative finance or related field is required. A solid understanding of UNICEF's Innovative Finance landscape is an asset.

  • Experience in/knowledge of the UN system would be an asset.

Language:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Others:

  • Strong capacity to work effectively in inter-divisional teams.
  • Strong capacity to distill and translate multifaceted and critical issues for organizational attention.
  • Ability to conceptualize, plan and execute ideas as well as to manage projects.
  • Excellent organizational, interpersonal and communications skill

Remarks:

Please indicate in your application the all-inclusive (lump sum) fees in USD against the deliverables listed above. If there is a need for business travel, the travel costs will be covered by UNICEF separately. The office selects the individual based on best value for money.

Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
