Result of Service Under the supervision of the Head of Unit, the Consultant will perform the following items:

  • Draft training materials for national experts of Morocco and Tunisia related to chemical terrorism with a specific focus on threat of chemical weapons terrorism (e.g., risks related to the production, acquisition, and use of CWs). The materials will be in French and will be used to organize Train-the-Trainers workshops in Morocco and Tunisia;
  • Participate to bi-monthly UNICRI internal coordination meetings with the Head of Unit to discuss and review the materials for Morocco and Tunisia;
  • Provide support in the preparation of material for capacity-building activities and its adaptation to the Indonesian context, with a specific focus on the threat of chemical weapons terrorism;
  • Deliver presentations and facilitate sessions during a training in Indonesia for national experts on prevention of chemical weapons terrorism.

    Duties and Responsibilities UNICRI is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

  • to advance understanding of crime-related problems;

  • to foster just and efficient criminal justice systems;
  • to support the respect of international instruments and other standards;
  • to facilitate international law enforcement cooperation and judicial assistance.

The overall objective of the UNICRI CBRN (Chemical, Biological, Radiological, and Nuclear) programme is to assist Member States to reinforce their capabilities to prevent, detect and respond to CBRN threats.

The Consultant will work with specific reference to the project “Prevent non-state chemical weapons (CW) attacks in Morocco and Tunisia” (ATLAS) that aims at supporting the governments of Morocco and Tunisia to reinforce their capabilities to prevent the risk of chemical terrorism.

The Consultant will assist the Head of Unit in the implementation of project activities, in particular by preparing training materials related to the threat of chemical weapons terrorism (e.g., risks related to the production, acquisition and use of CWs). The materials will be designed for the national experts of Morocco and Tunisia who are responsible to prevent CW terrorism and will be delivered during Train-the-Trainers workshops in Morocco and Tunisia that will be conducted in the second part of 2023.

The Consultant will also work with reference to the project “Terrorist Use of Chemical Weapons Project - Strengthening legal and policy frameworks, as well as prevention and control measures, to counter the use of chemical weapons by non-state actors for terrorist purposes in Indonesia”, funded by the United Nations Office on Drugs and Crime (UNODC). The Consultant will assist the Head of Unit in the preparation and adaptation of training material to the Indonesian context and in the implementation of the activities related to capacity building, to be delivered by UNICRI in 2023.

Qualifications/special skills Advanced University degree (Master’s or equivalent) in the field of criminology, social sciences, chemical security, risk management, or a similar field is required. At least five (5) years of working experience in the field of CBRN security and, more specifically, working with governments preventing chemical risks, is required Experience in training national experts on prevention of chemical terrorism is desirable.

Languages Proficiency (i.e. oral and written fluency) in English and French is required.
