Result of Service Within the frameworks of the project “Terrorist Use of Chemical Weapons Project - Strengthening legal and policy frameworks, as well as prevention and control measures, to counter the use of chemical weapons by non-state actors for terrorist purposes in Indonesia”, the following outputs will be expected from the consultant: Support the preparation of material for capacity building and training activities is provided; Presentations tailored to the Indonesian context are delivered, and sessions during meetings, capacity building and training activities are facilitated; Liaison with national stakeholders and trainees is performed; Coordination meetings and other relevant local activities related to the project are attended; Substantive inputs are collected, and written outputs (e.g. briefing notes, reports, etc.) are prepared; Official documents in Indonesian are drafted.

Duties and Responsibilities 1. Background of the assignment:

The United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

  • to advance understanding of crime-related problems;
  • to foster just and efficient criminal justice systems;
  • to support the respect of international instruments and other standards;
  • to facilitate international law enforcement cooperation and judicial assistance.

One of the strategic priorities of UNICRI is to support the development of an integrated Chemical, Biological, Radiological and Nuclear (CBRN) approach that incorporates all international, regional and national CBRN components into a common strategy. This entails encouraging the establishment of clear channels of communication, improving information sharing, transferring international best practices, sharing and use of international and national experience in the area of CBRN risk mitigation, develop a cooperation process among network members to identify problems and solutions.

In October 2022, a joint UNODC-UNICRI project was launched to prevent and counter the use of chemical weapons by non-state actors for terrorist purposes in Indonesia. Within this framework, UNICRI is responsible for carrying out several activities, including training on prevention and control measures and developing a National Action Plan. The consultant will provide technical support to facilitate and ensure a smooth implementation of the project activities.

2. Purpose of the assignment:

With specific reference to the project: “Terrorist Use of Chemical Weapons Project - Strengthening legal and policy frameworks, as well as prevention and control measures, to counter the use of chemical weapons by non-state actors for terrorist purposes in Indonesia”, funded by the United Nations Office on Drugs and Crime (UNODC), during the period April-July 2023, the Consultant will assist the Programme Management Officer in the preparation and adaptation of capacity building and training material to the Indonesian context and in the implementation of related activities, to be delivered by UNICRI in 2023.

3. Specific tasks to be performed by the consultant:

With the support from UNICRI and under the overall supervision of the UNICRI Programme Management Officer, the Consultant will perform the below listed duties:

  • Provide support in the preparation of material for capacity-building activities and its adaptation to the Indonesian context;
  • Deliver presentations and facilitate sessions during meetings, capacity building and training activities;
  • Liaise with national stakeholders and trainees to ensure a smooth implementation of project activities;
  • Participate in coordination meetings and other relevant initiatives related to the project;
  • Collect substantive inputs and draft written outputs (e.g. briefing notes, reports, etc.)
  • Draft official documents in Indonesian.

    Qualifications/special skills Advanced University degree (Master or equivalent) in chemistry, international safety and security, or related field is required. A PhD in chemistry or related disciplines is desirable. At least 5 years of relevant professional experience in the chemical sector is required. Previous relevant experience with the United Nations or similar large international or regional organizations working on chemical safety and security issues is desirable. Previous experience in training activities in the field of chemical weapons is desirable.

    Languages Proficiency (i.e., oral and written fluency) in English and Indonesian is required.
