Result of Service With the support from UNICRI and under the overall supervision of the UNICRI Programme Management Officer, the Consultant will perform the below listed duties: - Provide substantive support in the design of the training programme of the training on prevention and control measures in relation to the use of chemical weapons by terrorists; - Provide substantive support in the development of the training curriculum on prevention and control measures in relation to the use of chemical weapons by terrorists; - Liaise with relevant national and international stakeholders for the preparation and review of the training curriculum; - Provide support in the preparation of the training material.

Duties and Responsibilities The United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

  • to advance understanding of crime-related problems;
  • to foster just and efficient criminal justice systems;
  • to support the respect of international instruments and other standards;
  • to facilitate international law enforcement cooperation and judicial assistance.

One of the strategic priorities of UNICRI is to support the development of an integrated Chemical, Biological, Radiological and Nuclear (CBRN) approach that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system.

In October 2022, a joint UNODC-UNICRI project was launched to prevent and counter the use of chemical weapons by non-state actors for terrorist purposes in Indonesia. Within this framework, UNICRI is responsible to carry out a number of activities, including a training on prevention and control measures and the development of a National Action Plan. The consultant’s major tasks will be focused on the design and development of the training curricula, preparation of the training material and delivery of training sessions.

With specific reference to the project: “Terrorist Use of Chemical Weapons Project - Strengthening legal and policy frameworks, as well as prevention and control measures, to counter the use of chemical weapons by non-state actors for terrorist purposes in Indonesia”, funded by the United Nations Office on Drugs and Crime (UNODC), during the period January-March 2023, the Consultant will assist the Programme Officer in the organization and implementation of the activities related to capacity building and policy development, to be delivered in 2023.

Qualifications/special skills An advanced University degree (Master or equivalent) in international safety and security, or related fields is required. At least 5 years of relevant professional experience in the design and implementation of trainings in the field of CBRN is required. Previous relevant work experience with the United Nations or similar large international organizations working in the field of CBRN is highly desirable. Relevant experience in or with South-East Asia is desirable.

Languages Proficiency (i.e. oral and written fluency) in English is required. Fluency of another UN language is an advantage.
