Result of Service Under the supervision of the Head of Unit, the Consultant will perform the following items:

  • Prepare a methodology to analyse existing Chemical Weapons (CW) capacities and gaps related to the prevention and detection of CW terrorism as well as protection of vulnerable targets;
  • Conduct a fact-finding mission to Tunisia and one to Morocco to interview key actors;
  • Prepare two Country Reports related to Tunisia and Morocco incorporating the findings of the analysis;
  • Draft and review educational and training materials related to chemical terrorism, including case studies, profiling of potential CW offenders, methods used by CW attackers to plan and deliver CW, best practices and challenges related to the planning and the implementation of prevention measures related to CW attacks;
  • Perform other job-related duties upon request.

    Duties and Responsibilities UNICRI is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

  • to advance understanding of crime-related problems;
  • to foster just and efficient criminal justice systems;
  • to support the respect of international instruments and other standards;
  • to facilitate international law enforcement cooperation and judicial assistance.

The overall objective of the UNICRI CBRN (Chemical, Biological, Radiological, and Nuclear) programme is to assist Member States to reinforce their capabilities to prevent, detect and respond to CBRN threats. The Consultant will work with specific reference to the project "Prevent non-state chemical weapons (CW) attacks in Morocco and Tunisia" (ATLAS) that aims at supporting the governments of Morocco and Tunisia to reinforce their capabilities to prevent the risk of chemical terrorism.

The Consultant will assist the Head of Unit in the implementation of project activities, in particular by gathering and analysing information on the existing CW capacities of prevention and detection in Morocco and Tunisia. A fact-finding mission to Tunisia and Morocco will be carried out and meetings held to interview key actors. The work will be complemented by desk-based research and two reports, incorporating the findings of the analysis.

Qualifications/special skills Advanced University degree (Master’s or equivalent) in the field of criminology, social sciences, chemical security, risk management, or a similar field is required. At least five (5) years of working experience in the field of chemical security and, more specifically, working with governments in the field of prevention of chemical terrorism is required. Experience with projects in North Africa is desirable.

Languages Proficiency (i.e. oral and written fluency) in English and French is required.
