The Kingdom of Eswatini has a high incidence of Gender Based Violence, where 1 in 3 females experienced some form of gender-based violence. Over half of the incidents of sexual violence are never reported to anyone and less than 1 in 7 results in a survivor seeking help from available service providers. Seventy-three per cent (73%) of survivors of GBV are women, 27 per cent are men and 27 per cent are children. Violence against children below 18 years notably accounts for a number of reported cases, inclusive of age groups of 6-11 and 12-17-year respectively.

The National Strategy to End Violence indicates that the declining economic status and increasing unemployment trends are worsening sexual violence rates. The unemployment rate for females has been persistently and marginally higher (24.8 %) than for males (21.2 %t) since 2017. Further, trends are worsened by high poverty incidence (59 per cent are under high poverty, while 20 per cent in extreme poverty), high HIV/AIDS prevalence rates (26 percent of adult population living with HIV) with 35 percent of all women living with HIV compared to 19 percent of men. Seventy-one percent of children under the age of 17 are orphans and/or vulnerable (OVC), malnutrition rates (that stunting prevalence remains high and increasing at 29.4 percent in 2021), gender inequality (gender Inequality Index (GII) value of 0.567, ranking it 143 out of 162 countries) and income inequality. Annual Vulnerability Assessment and Analysis (VAA) projections for the Second quarter of 2022 reflect severity of food insecurity late 2022 and early 2023, with 29 per cent of population classified as crisis and emergency. Food insecurities are experienced more among women and youths, including adolescent and young girls, with the likelihood of triggering negative coping practices, including increased vulnerabilities to abusive and exploitative situations.

In this regard, therefore, the office of the Deputy Prime Minister seek support from the World Food Programme (WFP) and other UN Agencies seek to set some standards in relation to the Prevention of Sexual Exploitation and Abuse (PSEA) across the different sectors and institutions providing services to Emaswati. This is crucial to ensure the protection of all EmaSwati as organizations and even government or state institutions provide public and or private services to the citizens.

KEY ACCOUNTABILITIES (not all-inclusive)

The Consultant under the guidance of the WFP PSEA Focal Officer and Deputy Prime Minister’s office will be responsible for the following:

  • Conduct desk review of policies and other guiding frameworks at the national level as well as institutional levels on PSEA.
  • Present and inception report to the designated Technical Working Group / Core Team.
  • Develop Standard Operating Procedures Code of Conduct on Prevention of Sexual Exploitation and Abuse (PSEA) for all institutions whether within government, private sector, civil society organizations and non-state actors.
  • Engage all relevant stakeholders for buy-in and inputs into the development process and the final product, including at community level, to identify evidence based relevant approaches;
  • Conduct Multistakeholder validation forum of the SOP/Code of Conduct product developed for ownership and appreciation by all involved

DELIVERABLES AT END OF CONTRACT

Specific outputs for the assignment include:

  1. Inception Report detailing understanding of the exercise as well as approach/methodology timelines
  2. Final SOPs and Code of Conduct for public institutions, private institutions as well as non-state actors in soft copy (word and pdf format).
  3. Final PowerPoint presentation slides of the contents of the SOPs and Code of Conduct for capacity building or training purposes (ppt. format)

QUALIFICATIONS & EXPERIENCE REQUIRED

Minimum Academic Qualifications:

  • Advanced University Degree in Social Sciences, Development Studies, Gender Studies, Multidisciplinary Human Rights.

Experience:

  • At least 5 years’ experience in one or more of the following areas: gender equality, gender-based violence

KNOWLEDGE & SKILLS

  • Proven understanding of the United Nations Secretary General bulletin and provisions on PSEA, PSEA concepts and experience in the area
  • Experience with preparation and supporting the implementation of PSEA policies or guiding framework
  • Practical experience with stakeholder consultations and engagements.
  • Good understanding of gender equality, human rights, SODVA 2018,
  • Excellent analytical skills;
  • Excellent proficiency in English

DURATION OF THE ASSIGNMENT

The duration of the assignment assignment is 30 days.

REMUNERATION

Remuneration will be in line with the harmonized UN rates for Eswatini.
