Result of Service Under the direct guidance and supervision of the Coordinator of the Global Programme to End Violence against Children (GLOZ43), the consultant will be responsible for carrying out the following activities:

• Improve monitoring and evaluation for STRIVE Juvenile with new tools for data collection and program evaluation plan.

• Establish formal reporting and information sharing procedures on STRIVE Juvenile implementation, including training of staff trained on reporting requirements (monthly, quarterly and annual reporting) in the three STRIVE Countries.

  Duties and Responsibilities The mission of UNODC is to contribute to the achievement of security and justice for all by making the world safer from crime, drugs, and terrorism. UNODC has the mandate to support Member States in strengthening justice systems with the objectives to (i) better serve and protect children; and (ii) to prevent and respond to violence against children. The mandate and role of UNODC in providing assistance in the areas of violence against children, justice for children and protection of children from terrorism have been reaffirmed throughout the years. In 2015, UNODC launched its Global Programme to End Violence against Children (Global Programme to END VAC). The Programme has been the vehicle to ensure policy and technical assistance coherence within UNODC in the area of violence against children in the field of crime prevention and criminal justice. Under the Global Programme to END VAC, in 2016, UNODC began to work on Preventing and Responding to Violence against Children by Terrorist and Violent Extremist Groups, delivering technical assistance activities to over 35 countries in different regions of the world and has focused on multi-disciplinary capacity-building. Within this project, UNODC developed and launched a Training Package composed of four complementary publications. In addition, in 2019, UNODC launched the UNODC Roadmap on the Treatment of Children Associated with Terrorist and Violent Extremist Groups, which summarizes relevant guidance for action in the areas of prevention; rehabilitation and reintegration; justice responses, by proposing selected recommendations. The Global Programme to END VAC foresees activities at global, regional and national levels, which requires donor relations, elaboration of internal and external reports, a monitoring and evaluation framework, and development project proposals to secure additional resources for the continued implementation of the projects developed under the programme.

The consultant will provide his/her knowledge and expertise in the area of resource mobilization with a wide variety of potential donors. The Consultant will be based at the UNODC HQ in Vienna and will also work under the overall guidance of the of the Coordinator of the Global Programme to End Violence against Children (GLOZ43) and the Chief of the Justice Section.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in political or social sciences, law, business administration, marketing, international relations, arts or equivalent academic preparation in the field of public relations is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of seven years of progressively responsible experience in development, rule of law, and programme management is required. - Of these 7 years, at least 4 years of work experience in monitoring and evaluation of projects is required. - Experience in working with the United Nations system or similar international organization is desirable. - Experience with and experience of the situation in developing, conflict, transitional or post-conflict countries in matters related to justice is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English with excellent drafting and communication skills is required. Knowledge of another United Nations Secretariat language is an advantage.
