Milestone 1 (by 15 June 2022): - Gap analysis – a report in standard EMS assessment format to identify existing gaps. The gap analysis will be conducted through desk review, two virtual workshops with key stakeholders and approximately five one-on-one virtual interviews if necessary. Workshops are to include: o Preparation of workshop topics and materials, with options for consideration prior to the workshop o Facilitation of the workshops and record keeping o Write up of outputs

Milestone 2 (by 15 July 2022): - Final report incorporating findings of Milestone 1 and relevant feedback from stakeholders. The report should include: a. findings from the gap analysis and related policy and operational recommendations to address the gaps. In particular, what actions should be taken by which United Nations Secretariat entities to enable the achievement of organizational goals related to environmental sustainability, including those contained in the UN Secretariat’s Climate Action Plan, as well as the objectives contained in the Strategy for Sustainability Management in the United Nations 2020-2030, Phase I: Environmental Sustainability in the Area of Management; b. the approach the Secretariat should take to establishing EMS at its duty stations; specifically, the report should clarify what types of locations and entities should have an EMS, i.e., whether the UN Secretariat warrants individual EMS’s, a more centralized approach, or something in between. c. responsibility and accountability for the various EMS elements across the various components of the Secretariat, with consideration of ongoing maintenance requirements. - Based on the above, produce guidance documents on the following topics: EMS checklists, reporting requirements, and guidance on target setting, describing how the EMS elements are to be met across the various entities. - Delivery of at least three EMS “introductory briefings” using PowerPoint via online platforms, including Microsoft Teams, to approximately 50 environmental focal points and other relevant stakeholders. Each briefing session will be approximately 2 hours. The number of briefings may change depending on the need of stakeholders.

Duties and Responsibilities The United Nations Secretariat is seeking to engage a consultant to advise on the development and implementation of an Environmental Management System (EMS) framework within the Secretariat that includes and reflects the unique requirements of field missions. Pursuant to the United Nations Secretariat’s Environmental Policy (ST/SGB/2019/7), the primary instrument for implementing the policy is the adoption of a systematic environmental sustainability management approach, which includes establishing and maintaining an environmental management system at each of the Secretariat’s geographic locations, in accordance with the relevant guidance that is to be issued.

To understand the current status of EMS implementation in the Secretariat and to identify priority areas to support Secretariat entities in establishing EMS, this consulting service will involve a review of requirements and existing systems in place, building on the experience and best practices in field missions, the provision of a “gap analysis”, and advice on an appropriate EMS framework for the Secretariat entities that balances the UN’s environmental mandates with the need for fit for purpose and lean systems appropriate to the risk level of the constituent organizations. A key consideration is to clarify what locations and entities should have an EMS, i.e., whether the UN Secretariat warrants individual EMS’s, a “Secretariat-wide” approach, or something in between.

The consultant is to undertake the following activities: - Desktop review of the various components of the Secretariat to establish the scope and risk profile of the organizations. - Review existing EMS implementation information as reported in the “Greening the Blue” reporting (data from 2020 available, in May 2022 the 2021 data will be available). - Conduct a “gap analysis” of the above against ISO14001 and other relevant UN system mandates for environmental management systems or governance requirements. - Provide technical advice to a small working group on EMS as part of endeavours to structure an appropriate framework for EMS in the Secretariat. Such advice will be provided via regular (minimum fortnightly) 1.5 hour virtual meetings, and two virtual workshops (approximately 2 hours each) with staff who work on environmental matters from the Department of Management Strategy, Policy and Compliance (DMSPC), the Department of Operational Support (DOS) and other relevant stakeholders via video-teleconference (VTC). - Produce an organizational overview describing responsibility and accountability for the various EMS elements across the various components of the Secretariat. - Produce EMS guidance documents tailored to the various Secretariat entities, noting that existing documentation may already be in place in various entities. - Provide tailored EMS “introductory briefings” to environmental focal points and other relevant stakeholders.

The consultant is expected to utilize available environmental reporting and the United Nations system software on EMS, the EMS Toolkit (emstoolkit.org and related Microsoft Teams site), and publicly available and internal documents on organizational mandates and operational activities. The consultant may be required to conduct brief interviews of focal points. The consultant will be provided with United Nations credentials to facilitate access to United Nations documents and to conduct interviews via Microsoft Teams. The majority of the engagement may be undertaken via the Microsoft Teams VTC platform.

Qualifications/special skills Academic Qualifications: University Degree (Bachelor's or equivalent) in engineering, environmental science, business management, or equivalent. Management Systems Qualifications (Lead Auditor) for ISO14001 (required), ISO9001 (desirable), Lean 6-Sigma (desirable). Training qualification is desirable.

Experience: The consultant will have at least 7 years’ experience in providing environmental management systems training and environmental management systems auditing with a recognized certification or training provider. He/she will be registered with a recognized auditing body (IRCA or similar). The consultant should have demonstrated competency in designing and providing bespoke/tailored courses and auditing programmes. Knowledge of the United Nations Secretariat or other international organizations is an advantage. Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Working knowledge of any other United Nations official language is an asset.

Additional Information - All outputs must be in formats compatible with United Nations Secretariat standards and should be editable by United Nations Secretariat users. The report should be in Microsoft Word and the training materials should be in the form of a PowerPoint presentation. All supporting documentation should be in Word, Excel or PowerPoint as appropriate. - Since the consultancy will be undertaken remotely, the consultant will provide their own computer equipment (e.g., laptop and/or desktop computer, etc.). The UN will provide temporary Microsoft Office 365 software licenses (if required), including a UN email address for the duration of the consultancy.
