You have:
- An advanced University Degree (Masters or equivalent) in law, economics, commerce, public policy and international affairs or similar disciplines is required.
- Fluency in English is required.
- A minimum of 15 years of progressively responsible experience in programme management and implementation of projects related to counter terrorism.
- Practical experience with Latin American and/or African countries is desirable.
- Knowledge of another United Nations official language is an advantage.
Result of Service 1) A model strategic trade legislation covering UNSCR 1540 obligations. 2) A model omnibus, hybrid or stand-alone legal instruments criminalizing the proliferation of chemical, biological, radiological and nuclear materials 3) A model reference framework to control and restrict the export of strategic goods, with specific focus on dual-use materials and technology 4) Recommendations/conclusions on national control lists to aid counter-proliferation and enforcement efforts, effectively support the proper functionality of an export control framework and meet requirements under Operative Paragraph 6 of resolution 1540 5) Recommendations/conclusions on capacities related to Commodity Identification Training (CIT) 6) A national action plan and/or national border security and management strategy for a designated beneficiary state, with special emphasis on Free Trade Zones regimes and their links with the international trading system in the context of enforcing the obligations of UNSCR 1540; 7) Provision of one of two national aimed at strengthening border security and strategic trade through the full implementation of UNSCR 1540. 8) Intense review of strategic legislation, refining of first national workshop

The consultant will perform the assigned functions under the overall supervision of Terrorism Officer in TPB, in collaboration with relevant partners and UNODC offices.
A monthly remuneration will be paid, determined by HRMS on the basis of the level of the functions to be performed and the level of qualifications of the consultant.
Duties and Responsibilities 1. Background of the assignment:
Effective border security and management (BSM) and strategic trade through the implementation of United Nations Security Council resolution (UNSCR) 1540 (2004), other relevant Security Council resolutions and international legal instruments and BSM good practices to prevent, detect and counter terrorism and organized crime acts. Across the global South, States continue to face a plethora of formidable and indeed intractable challenges in the conventional security realm, primarily relating to the proliferation of small arms and light weapons, the illicit drug trade, protracted borders and territorial conflicts which often serve to enfranchise transnational criminal and terrorist syndicates. The corollary lack of human and financial resources often results in a diminished space to focus other competing national security priorities deserving of equal – if not more attention.
Ensuring effective border security is also essential for preventing and countering the proliferation of dangerous materials and weapons of mass destruction across land, air, and maritime borders - as highlighted in UNSCR 1540 operative paragraphs 3 c) and d). BSM is imperative to curb the illicit cross-border movement and smuggling of arms, ammunition, explosives, chemical, biological, radiological and nuclear (CBRN) items and other hazardous materials and dual-use goods that may be used for terrorism and proliferation-related purposes. Despite enhanced measures taken by Member States in recent years to strengthen border security, capacities among States differ and gaps still exist. In particular, disparities are seen in the effective implementation of export and import controls of dual-use items, national control lists, cargo screening processes and risk assessments, technical equipment, trained border and customs personnel, and the adoption of coordinated comprehensive border security management strategies and related national action plans.
The United Nations Office of Drugs and Crime (UNODC) provides leadership on the implementation of the international legal instruments against terrorism and relevant UN Security Council resolutions, and to strengthen the delivery of the United Nations counter-terrorism legal and operational capacity-building and technical assistance to Member States.
UNODC actively supports Member States through the provision of technical assistance and training to strengthen security measures at borders (i.e. maritime, land and aviation security), including building capacities to enhance border control and strategic trade, to prevent the proliferation of WMD and detect the illegal smuggling of chemical, biological radiological and nuclear (CBRN) materials and dual-use goods. In particular, UNODC supports Member States to strengthen their capacities to prevent the cross-border movement and illicit trafficking of dual-use goods by non-state actors for terrorist and proliferation purposes. Furthermore, UNODC provides expertise to develop comprehensive and coordinated border security and management strategies, national action plans, and legal frameworks which incorporate counter-terrorism and non-proliferation components, as well as deliver specialized, tailored capacity-building training and technical assistance to strengthen border security and management, strategic trade control and cross-border cooperation among beneficiary countries.

Proven technical, research, analysis and drafting skills is desirable. Academic Qualifications: An advanced University Degree (Masters or equivalent) in law, economics, commerce, public policy and international affairs or similar disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 15 years of progressively responsible experience in programme management and implementation of projects related to counter terrorism and/or enhancing of strategic trade and exports control related to implementation of UNSCR 1540. Practical experience with Latin American and/or African countries is desirable. Previous experience with international and regional organizations is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.
