Result of Service
GAP in each QI body adopted and initial implementation started (and some early results and impacts to be positively reported). Report of the national launch event (which will include results of background research on the current national context in these bodies on gender, a summary of the discussions and proposed next steps). Training material, brochures and presentations on the topic of the project and adapted to different types of audiences (technical, decision-makers, users…). A concrete plan for the rolling out of all gender activities of each agency put in place for the duration of their gender action plans (two-year or five-year depending on the agency). Support materials (training material, brochures, presentations, learning videos…) prepared and ready for use, eventually with adaptations to different types of audiences (technical, decision makers, users…).

Duties and Responsibilities
The incumbent will be the national expert on gender mainstreaming throughout quality infrastructure in Kazakhstan. The contract is to be performed in Kazakhstan (the incumbent must be based in Kazakhstan and must be fluent in English, Russian and Kazak). She/He will be responsible to: • Act as the focal point and point of reference to all national QI bodies on questions related to mainstreaming gender throughout the quality infrastructure throughout the duration of the project. This will include: o Establishing gender focal points in each body, o Conceptualizing and rolling out awareness-raising events in each body [adapted to their work and needs], o Conceptualizing and rolling out dissemination events to ensure that the activities of the project are known and adopted by the relevant parties, including by adapting messages to different types of audiences (technical, decision-makers, users…. • Assist with the conceptualization, roll-out and reporting of a national launch event. • Effectively utilize the training material, brochures and presentations on the topic of the project already developed, to help adapt these to different types of audiences (technical, decision-makers, users…) and assist in developing further material as needed. • Guide each QI body to conceptualize, draft, get approved and begin to roll out GAPs which are adapted to their needs and compliant with the principles of the ECE ToS-GRS. • Participate in weekly project calls (proposed Tuesday mornings) with the project lead and the other consultants on this project. Participate in monthly advisory board calls to report on the progress of the project and seek guidance and ideas from the advisory board members (a dozen experts in this field) (proposed on the afternoon of the second Tuesday of each month). • Assist as needed with other activities of the Working Party on Regulatory Cooperation and Standardization Policies (WP.6) and the Economic Cooperation and Trade Division of the UNECE. • Actively participate in meetings of the ToS-GRS and assist with the progression of work within this group (currently on developing a guideline on standards-related gender action plan [GAP]). This will also include a future WP.6 recommendation on the topic.

Languages
Must be fluent in the national language. Must be expert either on quality infrastructure or gender mainstreaming (of ideally both).
Additional Information
Incumbent will build national knowledge and expertise on gender mainstreaming within quality infrastructure and develop a strategy on gender action within international bodies in quality infrastructure and assist to at least double the regular participation in the WP.6 ToS-GRS. Incumbent will further help build knowledge about national challenges to implement gender actions in ECE programme countries.
