To support the ADAP section in MENA Regional Office (MENARO) roll-out the implementation of Participatory Action Research (PAR) activities across 3 prioritized Country Offices (CO): Lebanon, Iraq and Jordan. The consultant will work closely with the ADAP sections in MENARO and Country Offices to design and deliver specific training interventions for young people related to PAR.

Scope of Work:

Participatory Action Research (PAR) is an approach to research that emphasizes the participation of people and communities on research on issues of concern to them. Youth-led participatory action research considers young people as experts on issues of concern to them, and trains them to conduct systematic research to improve their lives, communities and institutions intended to serve them. It is an approach that argues in favor of the possibility and relevance of partnering with the most vulnerable and marginalized young people in all stages of the process – research design, data collection and analysis, dissemination of information and engagement in action. In addition, PAR is a peer-to-peer research approach among young people aimed at equipping them with the skills and tools they need to conduct research, spread awareness, and implement positive change in solidarity with one another and with their communities.

The PAR process is cyclical. Researchers begin by identifying an issue in need of change. They then gather information in their community to increase their understanding of the issue. After analysing and reflecting on their findings, they take actions to spur positive change, thus completing the cycle. Following their actions, researchers reflect on and draw lessons from the outcomes in order to refine and improve future iterations of the cycle. This cycle is defined by two characteristics which make the process participatory. The first is that it is inclusive, engaging diverse members of the community, particularly those whose voices are least heard. Second is that it devolves agency and decision-making capacity to the participants as much as possible.

Jordan, Lebanon and Iraq Country Offices have confirmed a need for an experienced PAR trainer to support with the start of their next cycle of trainings for young people in Q4, 2023. As such, MENARO seeks a seasoned PAR consultant to deliver 3 PAR trainings across the identified COs from Mid-October until the end of the Year (total of 45 working days), as follows:

1. Support Lebanon Country Office with the start-up of their PAR cycle (18 days) 2. Support Iraq Country Office with the start-up of their PAR cycle (12 days) 3. Support of Jordan Country Office with the start of their PAR Cycle (15 days)

To qualify as an advocate for every child you will have…

  • Bachelors degree in one of the following fields: Social Sciences, international development.
  • A minimum of 2 years of relevant professional experience (previous experience with UN agencies is an asset).
  • English and Arabic languages (Oral and Written).
  • Knowledge of PAR Approach and Training
  • Demonstrate the ability to conduct PAR Training of Trainers (ToT) for young people.
  • Knowledge of UNICEF ADAP programmes.
  • Previous work experience in at least 2 of the 3 countries.
  • Ability to multi-task and work well with others.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
