Within UNICEF’s Division of Global Communication and Advocacy (GCA) the Youth Engagement Team works to strengthen the organization’s capacity to engage young people as advocates and campaigners for children’s rights, through our flagship campaigns and initiatives; and ensure that the perspectives and voices of young people are an integral part of our communications and advocacy.

How can you make a difference?

To ensure effective engagement with World Children’s Day, the Youth Engagement Team seeks a consultant to support the development and project management of strategy planning and implementation, ensuring effective coordination and communication, supporting advocacy, as well as capacity building efforts. The role will oversee key relationships including the World’s Largest Lesson.

EXPECTED RESULTS: (MEASURABLE RESULTS) The expected result is enhanced capacity in the Youth Engagement Team to meet the demands of a growing interest from partners in World Children’s Day, UNICEF’s annual flagship communications project; strengthened project management, knowledge management and capacity building efforts; increased and more effective engagement with children and young people and better alignment with Global Advocacy Priorities.

DESCRIPTION OF THE ASSIGNMENT Under the supervision of the Project Manager for World Children’s Day, the consultant will support the Section in its development, promotion and production of World Children’s Day (WCD) and engagement with partners and young people, with a focus on schools and consultation. The consultant will work on the implementation of the communication strategy around the World’s Largest Lesson partnership. The consultant will work collaboratively with the colleagues in the Youth Engagement Section, GCA, the Global Advocacy Priorities leads and with PPD, PFP, PD and other internal and external partners.

Primarily, the consultant will implement the advocacy and communication strategy, with a strong focus on World Children’s Day, UNICEF’s largest Communications moment of the year. The consultant will be responsible to:

• Manage the roll out of the strategy for the World’s Largest Lesson. • Support the ongoing development of the schools strategy for World Children’s Day. • Work across divisions to ensure the implementation of the communication and outreach strategy around World’s Largest Lesson. • Work across divisions to ensure the implementation of the communication and outreach strategy around World’s Children’s Day, with a focus on school networks and civil society partners. • Liaise with and assist UNICEF offices participating in World Children’s Day through schools/World’s Largest Lesson, including Country Offices, Regional Offices, NatComs and others. • Lead on the production of toolkits and other materials that support COs and NatComs to execute key campaign moments for WCD with schools and civil society partners. • Develop and maintain WCD school activity/World’s Largest Lesson tracking system in collaboration with WLL partners. • Work closely with Global Advocacy Priority, Advocacy and Education focal points, PPD and PFP teams, as well as UNICEF’s partner agencies to ensure cross- division coordination and co-operation for World’s Largest Lesson. • Act as focal point within the Youth Engagement section for the Global Advocacy Priority on education and coordinate within the section as required. • Support PPD in planning for flagship HLPF event in July related to the Nord Anglia Schools partnership. • Support the project management and implementation of the World Children’s Day project including timelines, project KPIs, risk management, and stakeholder presentations. • Support the monitoring and evaluation of World Children’s Day, including tracking and reporting on CO and NatCom campaign plans and maintaining a database on implementations. • Lead the monitoring and evaluation of WLL, including tracking and reporting on CO and NatCom campaign plans and maintaining a database on implementations. • Support the coordination of the WCD/Youth Engagement Reference Group of countries, including preparation of presentations, management of calendar and liaising with presenters. • Other tasks as assigned including support for Youth Engagement Team activities.

Standard UNICEF Performance Evaluations will be conducted every 6 months and at end of contract. The performance indicators for evaluation of results will be the quality and timeliness of outputs delivered by consultant.

DUTY STATION NYHQ (can be remote based)

TRAVEL (IF APPLICABLE) If NY based, no travel is expected. In case of unforeseen official business travel, actual cost, including the visa fee, vaccination will be reimbursed in accordance with UNICEF Policy/procedure on official travel. If remote based, some travel to NY may be required and should be factored into consultant’s day rate.

To qualify as an advocate for every child you will have…

  • University degree (Bachelor’s) in Journalism, Communications, Marketing, International Relations, International Development, or another related field. • 3 years relevant experience in advocacy, communications, project management, knowledge management, capacity building, partnership management and event management, working with remote teams across time zones and cultures. • Strong skills in communication, including effective writing skills, and strategic planning • Fluency in English (both written and verbal) is required. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) is considered an asset. • Experience in the field of youth engagement is considered an asset. • Experience in the field of climate change advocacy is considered an asset. • Ability to juggle competing priorities, whilst maintaining attention to detail and meeting deadlines.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4. At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
