BACKGROUND

Purpose of Activity/Assignment:

Immunization Section manages almost US$450 million funds annually which requires to prepare and send over 78 donor reports in yearly basis. Many reports require coordination with three level of the organization (HQ, regions and countries) and across several HQ teams, including beyond immunization section, (spread across 9 HQ divisions, 7 ROs and 101 COs).

Moreover, the section needs to prepare concept notes, funding proposals to donors and programme results presentations to high-level stakeholders. It is important that such reports, and/or any flagship publications go through a thorough quality assurance to ensure effective and consistent communication in all the narratives as well as to ensure they meet UNICEF standards.

Therefore, Immunization Section is seeking for a highly skilled professional expert who can coordinate and prepare the reports requiring inputs from across multiple teams in line with the donor or organizational requirements.

Scope of Work:

The consultant is expected to provide high-quality writing and editorial support to the PG-Health Immunization Section.

This will include drafting, gathering inputs, incorporating feedback, revising, and finalizing varied knowledge products including multi-region/multi-country donor reports, concept notes, proposals, case studies, pitch deck, and briefing notes to showcase UNICEF’s programmatic work; to support donor engagement and resource mobilization; to facilitate internal briefings; and to support internal communications and alignment on strategic issues and priorities.

The consultant will work with multiple teams within HQ immunization, across seven UNICEF regional offices and multiple country offices.

Main tasks will include:

  • Prepare timely, high-quality, results-focused donor reports in line with donor/partner (e.g. as stated in the agreements) and UNICEF organizational requirements (e.g. UNICEF’s branding guidelines, style book).
  • Identify and prepare compelling and engaging case studies and human-interest stories, with relevant photos, quotes and narratives, by collecting the stories and/or supporting UNICEF programme staff in countries with writing human interest stories, including through assisting with shaping story angles, providing writing tips, and supporting with the review and finalization of stories.
  • Write proposals to support resource mobilization. Compile inputs and draft responses to questions from relevant team members and partners.
    • Prepare briefing notes and talking points for engagement with partners and internal communication, compiling inputs from technical experts and other internal resources to convey technical information in simple, easy-to-understand ways.
    • Develop position statements, strategies, and updates for senior management. Keep an up-to-date document library of assets that can be drawn upon to support requests.
    • Research issues and contents being documented, in-depth interviews of community, service providers, government counterparts, beneficiaries, while being mindful of sensitivities of specific situations, to support the writing.

Well-structured high-quality products of the documents that will vary from 2-100 pages with charts and graphs for the documents listed above.

Qualifications

1) Education

  • An Advanced University Degree in public health, journalism, communication, political science, social sciences, or a related technical field.
  • Additional qualifying experience may be accepted in lieu of the advanced university degree.
  • Fluency in English is required (spoken and written)

2) Work experience

  • 5-8 years’ experience in global health/partnership or related fields, with progressively responsible professional work experience at national and international levels in programming.
  • At least 5 years’ experience with writing and producing knowledge and communications products noted above.
  • At least 5 years’ experience working with donor partnerships and reporting.
  • Experience working with UN and knowledge of UNICEF programming, preferably health and/or immunization is highly desirable

3) Skills and Competencies

Excellent writing skills.

• Demonstrated ability to synthesize complex international development concepts for multiple audiences (UNICEF, UN, donors).

• Solid planning and organizational skills.

• File management and SharePoint use.

• Highly proficient in operating a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook.

• Strong interpersonal communication and teamwork.

• Ability to deliver under pressure.

Requirements:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Technical proposal with methodology for deliverables and timelines
  • Financial proposal that will include:
  • Cost per deliverable or lumpsum for the whole deliverables as indicated in the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
