BACKGROUND

Purpose of Activity/Assignment:

UNICEF is required to present a summarized account of achievements, trends and challenges effecting children during the current Strategic Plan, 2022-2025 and particularly requested to present to the Executive Board at its annual session of 2024 a thorough midterm review of the UNICEF Strategic Plan, 2022–2025 and its annexes and updates to the Plan and the Integrated Results and Resources Framework to ensure an effective implementation, sound monitoring and improved results to accelerate progress towards the achievement of the Sustainable Development Goals by 2030.

The Strategic Planning and Corporate Analysis team is seeking additional support to meet the increasing demands of the Organisation and its stakeholders to produce high quality materials such as corporate reports.

Under the direct supervision of the Chief of Strategic Planning and Corporate Analysis (SPCA) in the Division of Data, Analytics, Planning, and Monitoring (DAPM), the consultant is expected to manage inputs and coordinate with respective HQ divisions in the development of the report on the midterm review of the UNICEF Strategic Plan, 2022-2025 and annual report of the Executive Director of UNICEF (EDAR) and related annexes as well as the Global Regional Programme (GRP) annual report throughout December 2023 to July 2024 period.

The consultant will be required to fulfil roles of both a writer and editor and serve as the core member of the team and will be expected to contribute to the development of MTR/EDAR, the GRP report and to produce high quality reports and materials related to each.

Scope of Work:

UNICEF will present its Executive Director’s Annual Report and annexes with the results of the implementation of the 2022-2025 Strategic Plan and Integrated Budget to the Executive Board at its Annual Session in June 2024.

The following deliverables related directly to the UNICEF Executive Board Sessions in 2024. Based on texts and technical inputs received from organisational units, and in close consultation with the supervisor:

- Draft and edit the report on the midterm review of the UNICEF Strategic Plan, 2022-2025 and annual report for 2023 of the Executive Director of UNICEF

In addition, the consultant will provide support to the editing and/or writing of the followings

- Annex 1: Report on the implementation of the integrated results and resources framework of the Strategic Plan, 2022–2025

- Annex 2: Report on the implementation of the quadrennial comprehensive policy review of operational activities for development of the United Nations system

- Annex 3: Description of independent oversight functions/bodies in UNICEF

- Annex 4: Data companion and scorecard to the annual report for 2023 of the Executive Director of UNICEF

- Edit the 2023 GRP annual report

Terms of Reference / Deliverables

  • Draft 2023 MTR/EDAR report and deliver the first draft of 2023 MTR/EDAR by 1 March 2024
  • Edit 2023 MTR/EDAR report and deliver the final draft of 2023 MTR/EDAR by 6 April 2024
  • Edit EDAR annexes and deliver final draft of EDAR annexes and supporting documents by 30 April 2024
  • Edit 2023 GRP annual report and deliver the final draft of 2023 GRP annual report by 31 July 2024
  • Draft and edit other Strategic Plan related documents and deliver the final drafts by 31 July 2024

No travel.

Qualifications

• University degree in English, Communication, Public Relations, Media, Journalism, Liberal Arts or related field.

• At least 5 years of experience of writing and/or editing in English.

• Experience in UNICEF Strategic Plan or equivalent in other international organization is an asset

• Excellent command of the English language and an eye for detail, should be able to make text succinct and persuasive and have high standards for effective written communication.

• Ability to write and speak English fluently is required.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system
  • Upload copy of academic credentials
  • Financial proposal that will include:
  • the costs per each deliverable and the total all-inclusive (lump-sum) fees for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
