The Division of Public Partnerships (PPD) works to strengthen UNICEF's position as a partner of choice for children's rights among governments and public actors around the world. The division is doing this by connecting UNICEF’s positioning of children in intergovernmental and multilateral fora and negotiations to the engagement with governments and public institutions (including IFIs) as resource, policy, and program partners. A key premise for PPD is that the engagement with countries be based on multiple levels of partnerships, including around resource mobilization and policy advocacy.

How can you make a difference?

Under the overall supervision of Public Partnerships Manager, Asia & LAC team, the Consultant will provide professional support in the areas of partnership development, resource mobilization and leveraging, inter-governmental advocacy and engagement, and strategic analysis. The Consultant will also provide any other related support to the PPD Asia & LAC team, as necessary.

Partnerships Development:

  • Facilitate bilateral meetings between senior management and government partner representatives in New York, Capital and on the margins of strategic meetings and conferences. This includes consolidating partner intelligence, drafting briefing notes and talking points, conveying sensitive information, and noting the points of discussion and action points.
  • Contribute to the development of partnership engagement plans and strategies. This includes identifying partnership (advocacy and resource mobilization) entry points through the gathering of financial (ODA, thematic, humanitarian) and political intelligence of donors and matching it with UNICEF priorities.
  • Efficient contributions management to build trust and credibility. This includes due diligence and oversight related to grant creation and allocation, timely and quality reporting, etc.

Inter-governmental advocacy and engagement:

  • Support opportunities to engage with the Member States in the inter-governmental fora, such as UN General Assembly’s Third Committee on Social, Humanitarian & Cultural issues; Security Council; and ECOSOC.
  • Support engagement with Member States in the UNGA’s formal meetings and informal consultations as well as side-events.
  • Support the organization of theme-based briefing sessions for Member States related to UNICEF’s work in collaboration with other HQ Divisions.
  • Provide political analysis and advice by a) identifying, analyzing, and monitoring political developments, trends and emerging issues in countries and regions as relevant/needed b) assessing implications and proposing recommendations to senior management on possible policies, strategies and other measures to address issues of concern and to advance human/children’s rights.
  • Track and advise on strategic, policy and operational decisions by the UN that may have human rights and protection implications for children and advise on measures necessary to protect and promote human rights of children in the countries.

Strategic analyses and Resource Mobilization:

  • Monitor, analyze, and report on perspectives on the global and regional development agenda which directly or indirectly affect children, with special attention to governments. Support the team in advising senior management on developments and trends as well as on recommendations regarding follow-up activities in Asia and LAC regions. Track and share emerging trends and directions through mapping exercises and documentation.
  • Attend and report to relevant regional and country offices on the Inter-agency Task Force (IATF) meetings related to the coordination of UN response in countries.
  • Assist the team in promoting increased contributions to UNICEF from countries in Asia and LAC. Regularly, use financial databases, such as FIORI, VISION, and Insight to generate updated information on the status of Regular Resources and Other Resource contributions to facilitate proper monitoring.
  • Assist in promoting country offices’ access to south-south cooperation funding mechanisms such as the India-UN Development Partnership Fund.
  • Support grants management, including reviewing agreements, extension requests, and act as focal point for consolidating information into novel UNISON system.
  • Support the orientation for and provide guiding advice on the work of the team’s intern, including supporting the necessary trainings and development of work-plan.
  • SupportAsia/LAC team with strategic analysis of opportunities for engagement in Middle-Income countries.

Tasks and Deliverables:

To qualify as an advocate for every child you will have…

  • A university degree (Bachelor's or higher) in social science, international relations, public administration, law or related field.
  • A minimum of two years relevant professional experience with partnership management/ resource mobilization with UN development agencies is a must. Experience with UNICEF and in inter-governmental processes would be an asset.
  • Skills are required in research (secondary-sources minimum), databases, analysing and consolidating information, and producing briefing notes for senior managers.
  • Excellent written and oral communication skills, with a strong attention to detail.
  • Knowledge is required for office computer systems (Word, Excel, PowerPoint, and Outlook) and internet research tools.
  • Ability to work in an international and multicultural environment.
  • Fluency in English is required. Knowledge of Spanish or another official UN language (Arabic, Chinese, French, or Russian is an asset.

Duration: From 1 Oct 2022 to 10 Sept 2023

Schedule and Duty Station: 5 days a week; on a hybrid basis as needed of both teleworking (in the United States) and on-site working at UNICEF Headquarters, 3 United Nations Plaza, NY, New York 10017. This will be in line with UNICEF NYHQ’s plan of work-from-home and return to office work.

Insurance: UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the contractor's service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).

Visa requirements

Consultants are personally responsible for obtaining any required visa, covering the entire period of their contract. If necessary, UNICEF will support the process by providing relevant documents such as the proof of contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
