Purpose of Activity/Assignment:

Europe and Central Asia Regional Office (ECARO) communication and advocacy team creates and delivers compelling content to regional audiences of parents, young people and UNICEF supporters to build engaged communities in multiple languages across social media and web platforms, while providing expert digital services and support to the country offices. The regional website (www.unicef.org/eca) site at the heart of our digital and content strategy.

Scope of Work:

The consultant will lead the development of the content strategy for the regional website. Under the guidance of the Digital Communication Specialist, the Web Editor will help to design the website strategy, revamp the structure, develop, and manage the content for the web, and optimise the website for the search engines. This role will contribute to strategy, content development and planning elevating the Digital Strategy Section’s work with creative ambition and technical expertise. It’s a unique opportunity to work closely with regional advisors and country offices experts, editorial and advocacy colleagues who are highly skilled, passionate about their work and determined to deliver results for children across Europe and Central Asia.

The consultant will:

  • Work with the Digital communication specialist to develop a content strategy for the website and ensure it is integrated in ECARO’s content and communication strategy
  • Implement an assessment of ECAROs website structures, navigation, and contents for ease of accessibility, quality of content, user-friendliness, ease of maintenance, and information retrieval
  • Develop and design pages and content to support various priority areas of ECAROs work (i.e. dedicated page on engagement with local governments) in liaison with ECARO’s teams.
  • Review and edit content to ensure that it is accurate, user-friendly, and relevant for the website, and ensure that the website is updated on a regular basis.
  • Copy-edit and oversee web content gathered from multiple sources curating videos, pictures and other resources to be featured on the website.
  • Optimize the website for traffic generation using search engines, including conducting keyword research and implementing SEO best practices.
  • Measure, analyze and report on website’s performance, optimising content to reach better results.
  • Provide guidance to UNICEF’s team on best practices for producing high-quality content website pages and stories, focusing on audience engagement and website performance.
  • Perform other communication and content duties as required and agreed upon with supervisor.

  • Assessment of the website and an action plan for improvement
  • Content plan for the website while ensuring alignment with the overall digital content strategy in line with ECARO’s Flagship Results.

1 – 28 February; afterwards regular assessment and review on an ongoing basis.

Website editing and content creation

  • High-quality content for the website highlighting key initiative in line with the overall digital content plan
  • Edit content from ECARO and country offices to ensure that it is well written and in line with UNICEF’s Style Book
  • Amend and incorporate edits and feedback from UNICEF sections
  • Create high-quality pages and platforms within the website ecosystem
  • Regular monitoring reports and web analytics to inform future planning and content development

March 2023 – March 2024; specific pages to be created before end of March 2023 to support further programmatic work in the relevant areas.

Website maintenance

  • Work with country offices, regional teams, and experts to maintain, update and organise the website to ensure it is fit for purpose, accurate and user-friendly

Education:

Minimum, a Bachelor’s degree in Marketing, communications or a related field.

Knowledge/Expertise/Skills required:

  • Strong writing and editing skills, including the ability to write clear and compelling content for the web.
  • A Bachelor’s degree, as the minimum requirements, or a higher qualification in journalism, marketing, communications or a related field.
  • Ability to write and speak English fluently.
  • Experience with website content management systems, such as Drupal.
  • Familiarity with SEO best practices and experience optimizing website content for search engines.
  • Clear analytical thinking and strategic vision.
  • Strong creative drive to create new ideas, find opportunities and solve big challenges.
  • Methodical approach to project management.
  • Deep technical knowledge of digital metrics, reporting and analysis.
  • Strong understanding of human rights, international development, or humanitarian response.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
