BACKGROUND

UNICEF is part of the Maternal Mortality Estimation Inter-Agency Group (MMEIG), alongside WHO, UNFPA, UNDP and the World Bank Group, which produces global, regional and national estimates of the maternal mortality ratio for the purposes of monitoring progress to towards the Sustainable Development Goals and other national monitoring purposes. To produce the most robust estimates possible, accurate documentation of the cause of death is essential.

The international system for recording cause of death is the International Statistical Classification of Diseases and Related Health Problems (ICD). In 2012 the ICD-MM ‘blue booklet’ was produced to decrease errors in coding and improve cause of maternal death attribution, ultimately enhancing the usability and comparability of maternal mortality statistics. At the time, the current version of the ICD was ICD-10, and the document was written accordingly. In May 2019, the eleventh version of the ICD (ICD-11) was approved by the World Health Assembly: countries will begin implementation from 1st January 2022 onwards. Therefore, the existing ICD-MM publication needs reviewing and updating to reflect changes in the classification and ensure that the guidance remains clear and relevant.

Terms of Reference / Deliverables

In close collaboration and working with the Senior Advisor, Health and HIV, the consultant will be responsible to support the update of the guidance document “The WHO Application of ICD-10 to deaths during pregnancy, childbirth and the puerperium: ICD-MM” (ICD-MM) in preparation for the start of ICD-11 implementation.

Responsibilities include the following:

  1. Review/compare the existing ICD-MM blue booklet to the final version of the ICD-11 definitions and codes; make a list of all changes which will be required
  2. Review the existing ICD-MM booklet for any areas which would benefit from amending or adding additional explanatory text to aid usability, in particular the introductory/overview sections and special explanations
  3. Produce an initial revised version of the ICD-MM booklet with all edits clearly marked as tracked changes.
  4. Gather expert and user feedback and generate summary document.
  5. Incorporate any feedback received from expert review into a final revised version of the ICD-MM booklet

Qualifications

1) Education

● Advanced university medical degree (MD or MBBS in obstetrics or a related field).

2) Work experience

● Five years of work experience - proven/demonstrated experience of working with ICD maternal mortality codes; familiarity with ICD rules and classification procedures.

●Knowledge of principal/key issues relating to maternal mortality in diverse settings.

3) Competencies

● Excellent, writing and editing skills in English, effective presentation and report-writing skills; with ability to provide concrete technical and other advisory support.

● Demonstrated ability to plan, manage, coordinate and monitor day to day workflow in timely fashion, efficiently and with attention to detail.

● Ability to work independently in multi-disciplinary and multi-cultural settings.

Requirements

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
