The Climate and Environment Programme in UNICEF Malaysia has a vision for youth engagement in climate change, anchored on four pillars of evidence generation, child-sensitive climate policies, climate awareness and education, and innovation and youth participation.

UNICEF Malaysia is stepping up on its work on youth-led climate change advocacy by supporting young people through capacity building, coordination and facilitating a seat at the table where policies/strategies and programmes relating to climate change (Nationally Determined Contributions and similar) are developed.

Against this backdrop, UNICEF Malaysia intends to contract 3-4 young part-time consultants with experience in advocacy for climate change as UNICEF Youth Climate Champions, to support coordinating the advocacy work of UNICEF Malaysia and building the capacity of young people on climate change.

The UNICEF Youth Climate Champions for Malaysia will be part of the global UNICEF network, where similar consultants are also being recruited in a total of 6 countries within this cohort. The UNICEF Youth Climate Champions will attend capacity-building sessions organised by UNICEF HQ team, including Training of Trainers (ToT) sessions on advocacy for climate change.

They will then provide advocacy training to young leaders in their respective countries. The consultants will also attend coordination meetings organised by UNICEF Headquarters and YOUNGO and communicate with other consultants in other countries as needed.

How can you make a difference?

  • Support in co-developing and refining UNICEF’s climate change advocacy strategy. This includes analysing and identifying gaps in the current climate change policy/programme/strategy and mapping out key stakeholders via the Regional Climate Change Advocacy Strategy framework.
  • Support in developing an advocacy plan consisting of activities to raise societal awareness of the climate agenda, implement youth-led solutions, influence decision makers and highlight policy and governance recommendations.
  • Support in identifying active youth organisations and individuals and present UNICEF’s work for advocacy on climate change, and as relevant, explore areas of collaboration.
  • Participate in Training of Trainers (ToT) sessions on climate change advocacy organised by UNICEF HQ.
  • Provide capacity building to youth to strengthen their advocacy capacities in support of climate action. This includes translating training modules in the local language and training other young leaders on climate advocacy.
  • Strengthen climate and environmental public policy awareness among youth, including producing communications and advocacy pieces that are publishable on media and social media.
  • Provide support to ensure that youth voices are well reflected in policies/ strategies and programmes related to climate change.
  • Provide support to design and co-organize meaningful youth engagement in UNICEF’s events, stakeholder discussions, and engagements. This includes support in facilitating youth-led or youth-centred consultations on climate change policies, youth engagement and empowerment.
  • Produce youth and child-friendly content, material, and evidence to raise awareness on climate change impacts and solutions. This includes producing blog posts, written articles, reflection pieces, and stories; and/or developing visuals, infographics, and short videos, which will be vetted by UNICEF Malaysia.
  • Support evidence generation activities conducted by UNICEF Malaysia on youth and climate change, including but not limited to surveys among Malaysian youth.

Note: The tasks and deliverables will be further detailed once the consultants are on board, based on the specific skillsets and experience of each individual consultant and programme needs.

To qualify as an advocate for every child you will have…

  • Ages between 18-30 years old
  • Minimum of High school education or professional certification in Climate change, environment, engineering, communication, social sciences, education, arts and humanities, management or a related field
  • A minimum of 2 years of relevant experience in youth led advocacy on climate change
  • Fluency in English and Bahasa Malaysia is required. Working knowledge of any other Malaysian language(s) is an advantage.

Competencies

  • Connection with the youth movements active on climate change advocacy in Malaysia
  • Planning and organizational skills
  • Some experience in project management, event coordination and team coordination
  • Ability to analyze, evaluate and synthesize information and craft communications and key messages in comprehensible and accessible manner
  • Knowledge of standard Microsoft operating products
  • Designing skills on Canva or other applications is a plus
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships

Mode of Consultancy

  • The consultancy is home-based, and consultants will work virtually for an estimated 5 days a month
  • A monthly work plan will be developed outlining expected deliverables at the beginning of every month
  • Payments in ringgits will be made every month after a review of the work plan and upon completion of the deliverables as certified by the Supervisor
  • If any travel is required, UNICEF will pay for travel costs as per UNICEF travel policy, and supported by submission of invoice with supporting documents

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
