Overview

Analyze U-Report data for impactful narratives.

You have:

  • Advanced university degree (Master’s or higher) in data science, statistics, or software development or other relevant field.
  • A minimum of 2 years of relevant professional experience in data science, statistics, or software development
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
  • Experience analyzing data/behavior of users generated by internet-based services
  • Experience conducting statistical analysis of raw data
  • Experience in data visualization and quantitative report writing
  • Ability to work independently, has sound judgment and strong organizational skills
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships
  • Knowledge of RapidPro and U-Report platform is highly desirable.

As more people join U-Report through digital channels, it is increasingly important that UNICEF utilize data

collected through the U-Report platform to make sure U-Report offers users a valuable opportunity to participate

digitally.

How can you make a difference?

EXPECTED RESULTS:

The expected result is an enhanced understanding of U-Report data and analytics, which can inform strategic

decisions for the development and growth of the platform.

DESCRIPTION OF THE ASSIGNMENT

The consultant will be responsible for:

  1. Conduct analyses of U-Report data to generate narratives that are useful for the programme, partners,

and the U-Report community.

a. Collect, clean, and normalize data from U-Report actions, including meta-analysis.

b. Perform statistical analysis on this data

c. Define key results

d. Generate written reports with data visualizations

  1. Support the U-Report Global programme by developing RapidPro flows that accomplish programmatic

goals while generating even more valuable data.

a. Build U-Report polls, chatbots and other actions according to agreed content.

b. Set up polls on U-Report Global website.

  1. Lead the continuous updates of relevant indicators from all U-Report platforms for monthly reporting

and internal requirements.

  1. Support the deployment and analysis of at least three U-Report actions coordinated with META.

REPORTING REQUIREMENTS (IF APPLICABLE)

Standard UNICEF Performance Evaluations will be conducted every six months and at the end of the contract. The

performance indicators for the evaluation of results will be the quality and timeliness of outputs delivered by the

consultant.

DUTY STATION: Remotely-based

TRAVEL (IF APPLICABLE): No travel is expected. In case of unforeseen official business travel, actual cost, including the visa fee, vaccination will be reimbursed in accordance with UNICEF Policy/procedure on official travel.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master’s or higher) in data science, statistics, or software development

    or other relevant field.

    o *A first University Degree in a relevant field combined with 4 additional years of professional

    experience may be accepted in lieu of an Advanced University Degree.

    • A minimum of 2 years of relevant professional experience in data science, statistics, or software

    development

    • Experience analyzing data/behavior of users generated by internet-based services

    • Experience conducting statistical analysis of raw data

    • Experience in data visualization and quantitative report writing

    • Able to work independently, has sound judgment and strong organizational skills

    • Demonstrated ability to work in a multicultural environment and establish harmonious and effective

    Required skills

    • Programming in R includes querying APIs and SQL databases and developing libraries

    • Development and deployment of simple web applications

    • SQL and associated skills like developing efficient queries and working with views and triggers

    • Basic data analysis and statistical methods

    • Creating data visualizations

    • Creating dashboards and reports

    • Writing and communication of quantitative results

    • Understanding of data privacy considerations for human-generated data and machine learning/AI

    applications

    • Programming with sustainability in mind – development of solutions that cover a maximum number of

    use cases while minimizing the capacity required to implement

    • Developing simple but powerful tools to support non-experts in their work

    Additional skills (preferred but not necessarily required)

    • Proficiency with:

    • Python

    • Git

    • Superset

    • Facebook Marketing API

    • Contributing to community-developed software projects

Analysis and optimization of Facebook Ad campaigns

• Knowledge of RapidPro and U-Report platform is highly desirable

• Experience with data privacy and protection concerns from a perspective of UN agencies and work with

children.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4. At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
