BACKGROUND

Purpose of Activity/Assignment:

The Core Commitments for Children in Humanitarian Action – the CCCs – are UNICEF’s central policy to uphold the rights of children affected by humanitarian crisis. The CCCs promote predictable, effective and timely collective humanitarian action, and clearly outline the areas in which UNICEF can best contribute to results. The CCCs reaffirm that advocacy to protect the rights of children and women is an integral part of humanitarian action. They guide UNICEF’s work with partners not only in humanitarian response, but also emphasizing reliable preparedness and early recovery.

UNICEF has just launched the CCCs Rollout Strategy 2021 that builds on lessons learnt from the rollout initiated in Q4 2020, targeting all UNICEF personnel, governments, all UNICEF partners, external stakeholders and affected populations. The strategy builds on strategic priorities: 1) promotion of the CCCs (internal and external); 2) Capacity development of UNICEF personnel and partners and 3) organizational Change through Leadership engagement, Accountabilities, and Systems. CHAT will be critical in operationalizing these commitments and benchmarks by providing relevant guidance and tools. The NYHQ and Regional SBC teams are committed to mainstream CE, SBC commitments and benchmarks across programs through the toolkit through capacity building efforts with the following objectives:

  1. Build the level of understanding around changes in revised CCCs related to CE, SBC at various levels;
  2. Develop minimum skills level in SBC and non-SBC staff in all regions on CHAT operationalization and its linkage with CCCs commitments in various emergencies;
  3. Build M&E capacities of SBC staff and orientation of CCCs indicators guidance.

The purpose of this contract is to support UNICEF CE, SBC humanitarian work in the elaboration of high-quality knowledge and capacity-building products by creating capacity-building packages through ideas that are effective, creative, practical, and applicable in CE, SBC work at country and regional levels. These packages will be tested and finalized through a consultative process by a global technical team and regional/country teams and also create master trainers at the Regional levels in both humanitarian and development contexts.

Scope of Work:

The total duration of assignment will be 3.5 months and the scope of work will include coordinating and consulting within SBC Humanitarian Expert, EMOPs Humanitarian Learning Team and AGORA team. The consultant will also be conducting interactive sessions with regions and countries.

1) CHAT Orientation and Training Materials (to complement online courses)

1.1 Develop a set of orientation packages to orient different audiences to CHAT: (includes consultation with SME).

· Orientation Package for UNICEF senior management (suggested: PPT and one-pager/factsheet) - Approx. duration- 30 minutes;

· Orientation Package for different sectors (suggested: PPT, two-pager/factsheet and short video- Approx. duration - 30 minutes;

· Orientation Package for SBC partners (suggested: PPT, one-pager/factsheet, and short video)- Approx. duration - 30 minutes;

1.2 Training package to train all staff and partners in the practical integration of ‘community engagement’: plus, TOT and debriefing

· Training audience: SBC and emergency teams, SBC partners and other sector partners;

· Training duration and model: 3 days (2.5-day workshop-workplace project-return for ½ day debrief of workplace application);

· Training methods and materials: PPTs, session plans, interactive learning materials, workplace projects;

· Facilitators Guide: A facilitator’s guide to prepare Master Trainers to continue to deliver the training;

· Deliver a TOT: prepare materials and deliver a 2-day virtual TOT training workshop for 20 Masters trainers.

2) CCC Orientation and Training Materials (to complement online courses)

2.1 Develop a set of orientation packages to orient different audiences to the CCCs: (includes consultation with SME).

· Orientation Package for UNICEF senior management (suggested: PPT and one-pager/factsheet ) – Approx. duration-30 minutes;

2.2 Training package to train all staff and partners in the practical integration of the CCC commitments into their workflows:

· Training audience: SBC and emergency teams, SBC partners and other sector partners;

· Training duration and model: 1.5 days (1 day workshop-workplace project-return for ½ day debrief of workplace application);

· Training methods and materials: PPTs, session plans, interactive learning materials, workplace projects;

· Facilitators Guide: A facilitator’s guide to prepare Master Trainers to continue to deliver the training;

· Deliver a TOT: prepare materials and deliver a 1-day virtual TOT training workshop for 20 Masters trainers.

Terms of Reference / Deliverables

  • Conduct a desk review of all existing training materials, reports, & documents. Develop an inception report and workplan with appropriate timeline.

  • Design webinar materials, including promotional materials for social media platforms such as LinkedIn, Facebook, twitter, work sessions and/or trainings / templates for ROs and COs-on CCCs-CHAT

Qualifications

(1) Education

  • A bachelor's degree in instructional design, organizational development, industrial psychology, education in technology, communications, international development, social sciences, Human Resources, or another relevant technical field.
  • A minimum of three (3) years of professional experience in 3 or more of the following areas is required: experience working in humanitarian contexts; instructional design; experience designing and delivering TOT programmes; experiencing delivering of interactive training in 3 or more of the content areas relevant to humanitarian action (community engagement, C4D, social and behaviour change).
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) or a local language is considered an asset.

2) Work experience

  • Experience in capacity building and skills development of regional and country offices, in emergency contexts is preferable
  • Hands-on experience in adult learning, distance and computer-based training and learning including specifically learning activities relating to humanitarian action in emergencies is considered a strong asset

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
