Objective:

The long-term goal is to ensure that all young children and their families from all social and economic backgrounds have equitable access to a continuum of care through high quality health, nutrition, early learning, child protection and social protection interventions from pre-conception to age 6 years, enabling them to survive, thrive and overcome inter-generational poverty.

The specific objective of this assignment is to support the establishment of the 3 new model Young Child and Family Centers and upgrading the quality of around 150 local nurseries – including those in Haya Karima locations.

The primary target groups include:

• 5,000 young Egyptian & non-Egyptian children (0-5 years old) will directly benefit from child-care services at the young child and family centres and local nurseries.
• 540 care givers (managers, supervisor, training officers, psychologists, facilitators, other support staff) will directly benefit from capacity development activities and coaching whether face to face or online.
• 10,000 parents and caregivers will benefit from parenting sessions in the young child and family centres, and interaction at local nurseries or remotely and tapping on social media.
• Indirect beneficiaries include: 1) siblings of young children who will benefit from family empowerment, and community members living in the catchment around the centres, who will benefit from the various community initiatives organized through centres, and 2) children enrolled in nurseries nationwide will benefit from the rolling out of quality standards, curricula and facilitator’s guides, training manuals and standard operating procedures for YCF Centers.

Methodology:

The consultants will work closely with MOSS and NGOs to support the transformative change of MOSS affiliated nurseries into Young Child and Family Centers (YCFC). The Centers will provide a variety of services to children, parents, care givers and local community.

MOSS will take the lead in developing required legislations, organizational structure and budget, networking with other relevant sectors, and implementing staff training plans for the centers. The consultants will be located at the centers to provide training and coaching to staff on daily basis (face to face and online) to facilitate the transformative change required and support the transfer of knowledge and skills acquired through training to the workplace and ensure quality of the services that the center is providing to children, families, and caregivers – promoting play- based learning and nurturing care.

The YCF Centers and local nurseries will link with Haya Karima initiative and MOSS national ECD program on-going activities in Greater Cairo and Alexandria. Initially, 150 local nurseries will be upgraded, serving Egyptian and non Egyptian communities in Giza, Alexandria and Kalubia through provision of staff training, promoting nurturing care practices, and providing essential supplies to create a safe and stimulating learning environment for children.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

The 3 consultants will be based in the YCF centers (Giza, kalubia, Alexandria) and each will work closely with 50 local nurseries, MOSS district and central levels and other stakeholders to accomplishment of the assignment as required.

Under the guidance of the Early Childhood Development Manager, the consultancy will include the following tasks:

• Facilitate organizational change / implementation of new legislations required to establish young child and family centers.
• Assess training needs for YCFC and local nurseries.
• Prepare and deliver training for YCFC and local nurseries staff.
• Follow-up and coaching to ensure transfer of learning to workplace.
• Develop training and awareness building manuals.
• Supervise YCFC workplans related to awareness raising, caregivers training, family counselling, educational kitchen and upgrading the quality of nursery.
• Support preparation and implementation of community awareness sessions, education kitchen program, and family counselling sessions.
• Monitor project implementation and data collection to inform planning and reporting.
• Conduct visits to local nurseries to assess improvement progress and development needs.
• Prepare plans to extend support to Haya Karima villages (training and community awareness activities)
• Participate in parenting and care for child development awareness programs and support transfer of training to local nurseries.
• Support TOT workshops and develop cascade model training plans to transfer training to local nurseries including Haya Kerima villages.
• Support establishment and operation of project MIS system.
• Participate in experience exchange field visits (to Alex, Kalubia, Giza or other governorates) at least once per month.

• Laptops, computers and office supplies are not provided by UNICEF
• Payment on monthly basis upon submission of quality deliverables approved by UNICEF.
