Background

Project Description. On 3 June, the Security Council, through resolution 2524 (2020), established the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The resolution mandates that UNITAMS will have the following strategic objectives, working in close collaboration with the Transitional Government of Sudan and under Sudanese sovereignty:

  • Assist the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace;
  • Support peace processes and implementation of future peace agreements;
  • Assist peacebuilding, civilian protection and rule of law, in particular in Darfur and the Two Areas.
  • Support the mobilization of economic and development assistance and coordination of humanitarian assistance.

The «Sudan Peacemaking, Peacebuilding and Stabilization Programme (SPPSP)», presently under development, will be funded by the Peacebuilding and Stabilization Window of the Sudan Financing Platform. This will enable the UNITAMS to take forward the implementation of Security Council resolution 2524 (2020). Each strategic objective/Pillar will be articulated around a programmatic framework that will regroup the major interventions undertaken by the UNCT in that area. The development of the SPSP comes at a time when the closure of UNAMID has heightened the imperative of ascertaining which priority peacebuilding, stabilization and protection of civilian activities should most usefully support the mandate, while preventing critical protection gaps associated with UNAMID’s mandate cessation. It will have to simultaneously address support to the political transition in Sudan and the reconfiguration of the UN presence. Finally, it will have to integrate a strong community stabilization dimension, while at the same time focusing on support to institutional reforms at the national and sub-national levels.

UNITAMS is seeking support to enable the operationalization of Peacebuilding and Stabilization Window of the Sudan Financing Platform to commence work on identifying the strategic approach, clarifying the concept, organize meetings of the steering committee, prepare documentation and process-design support as well as liaison support with UNCT and donors as required

Duties and Responsibilities

Building on work already done within UNITAMS, the Office of the Resident Coordinator and the UNCT the consultant will help shepherd the operationalization of the MPTF window, from securing donor commitments to supporting the project approval an process. Under the supervision of the Senior Peacbuilding advisor the consultant will undertake the following responsibilities:

  • Create a project approval pipeline and data base for the MPTF window – including identifying process related challenges – consulting with relevant partners in the UNCT and donors on the process.
  • Coordinate the substantive engagement with UNCT on the programmatic and results framwework for the SPPSP – including thematic engagements.
  • Coordinate UN comments and advisory support to the government of Sudan on the IMF Staff monitored programming – working with P5 donor and aid coordination adviser of the RC.
  • Draft terms of references for project staff working on the SPPSP as relevant
  • Ensure handover of data from UNAMID informs analysis and data as needed.
  • Briefings and discussions with senior management on the integrated concept for mandate implementation.
  • Any other tasks as required.

Competencies

Recommended Presentation of Offer

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. Institutional Arrangement

    The consultant will report to the DSRSG Through the Senior Peacebuilding Officer of UNITAMS integrated office mission. The incumbent , will work closely with UNITAMS and its integrated UNCT partners, There will be extensive collaboration with UNCT including all agencies, funds and programmes, IFI (International Finance Institutions) and the Government of Sudan as required.

    Duration of the Work

    The duration of work is a maximum of Four month as of April 18, 2021 working for a maximum total of five days a week.

    Duty Station

    The duty station is Khartoum.

    Price Schedule and Scope of Payment

    This is guided by all inclusive lump-sum contract with the following payment schedule upon satisfactory completion of the respective deliverables:The lumpsum provided will be inclusive of professional fees, travel, living allowances, any insurance and all costs incurred or anticipated by the consultant.

Criteria for Selection of the Best Offer

  • Offers received will be evaluated using a Combined Scoring method, where the qualifications and proposed methodology will be weighted 70%, and combined with the price offer, which will be weighted 30%.
  • Criteria to be used for rating the qualifications and methodology:

    Technical evaluation criteria (total 100 points

    Only consultants obtaining a minimum of 70 % (49 points) in the Technical Evaluation will be considered for the Financial Evaluation.

    Financial evaluation (total 30 points):

    All technically qualified proposals will be scored out at 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula:

    p = y (µ/z)

    where:

  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal z = price of the proposal being evaluated.

Required Skills and Experience

Qualifications of the Successful Individual Contractor

  • University degree in social sciences or discipline relevant to financing for sustainable development
  • At least five years’ of relevant work experience in peacebuilding, development or policy and planning;
  • Experience working with IFIs in building partnership and mobilising resources
  • Familiarity with UN work in the Arab States region at country and regional level will be an asset
  • Language requirements: English. Working knowledge of Arabic will be considered an asset.
