TERMS OF REFERENCE

Scope of Work: Specific Tasks Under the leadership of the Ministry of Health and close collaboration with UNICEF, the consultant is expected to perform the following duties: a) Carry out an analysis of the current national ECD policy statements and strategic directions outlined in Ministry of Health, Ministry of Education and Ministry of Devolutions issued documents b) As per the deliverables under task ‘ECD Workshop planned, support the Ministry of Health to conduct a five-day workshop (virtual or physical) in which subject matter experts will be facilitated to develop various sections of draft zero of the Kenya ECD policy 2020 – 2030 c) Support consultation meetings with various national ministries, and organizations critical in the implementation of the policy. These ministries may include: (i) Ministry of Health (ii) Ministry of Education, (iii) Council of Governors, (iv) other relevant ministries d) Support the ministry of health to conduct county content development and consultation meetings for all 47 counties to provide content, inputs and feedback into the ECD. e) Present and collect feedback of draft two of the ECD policy during a one-day validation meeting for -to be attended by ECD stakeholders. f) Submit Kenya ECD policy to the child health division for final consultations and forwarding for approval and endorsement by senior officials in the ministry of health.

Minimum Qualifications Required:

Early childhood development (ECD), public health, nutrition, human development, child development, family studies or another relevant technical field.

Knowledge/Expertise/Skills required:

At least 3 years specific ECD experience either in policy development, capacity building or service delivery 2. Substantial experience, and track record or success, in development of ECD related guidance and policy documents 3. Demonstrated technical and practical experience in the implementation of the nurturing care framework within the various components 4. Knowledge of the healthcare and ECD system of Kenya 5. Excellent abilities in consensus-building, diplomacy and tact 6. Excellent communication skills with ability to express ideas clearly, logically and effectively 7. Excellent writing and analytical skills 8. Ability to meet tight deadlines 9. Excellent oral and written command of the English language 10.Strong computer literacy and ability to use Word Processing and office technology equipment.
