Purpose of Activity/Assignment The consultant will provide technical assistance for further growth of the communication potential and positioning of the U-Report platform in Botswana as the key mass participation platform for young people, their parents, and service providers in Botswana. The consultant will work under the direct supervision of the Chief Adolescent Development at UNICEF Botswana, for effective achievement of results, anticipating and contributing to resolving project related issues and information delivery.

Scope of work

The overall objective of the assignment is to strengthen the U-Report Botswana platform to empower and actively engage young people in decision-making and building resilience, using surveys, opinion polls and chatbots, and social media channels to amplify the voices of youth. A specific objective is to ensure the proper implementation of the U-Report roadmap aiming at strengthening the U-Report Botswana platform, and to position it as a national barometer of young people’s voices and opinions.

Work Assignment Overview

The consultant, under the direct supervision of the Chief Adolescent Development, will ensure the provision of services and products of the highest quality and standards to national counterparts, applying a human rights-based and human-centered design approaches.

• Design at least 5 promo campaigns of U-Report Botswana, including with provision of incentives to increase and retain U-Reporters20 working days10%Prepare U-Report quarterly polling plans. Based on the polling plan, draft monthly opinion polls. Collect and integrate inputs from Steering Committee partners to each polling plan. Liaise with the UNICEF Country Office to ensure programme integration and that polls are reviewed and approved before being sent out

• 4 polling plans for the year April 2023 – May 2024 developed and submitted timely to UNICEF and U-Report Steering Committee.

• At least 12 monthly polls drafted and submitted to UNICEF

25 working days10%With IT section to monitor the activity in RapidPro and U-Report website and Facebook website. Identify and categorize popular themes from unsolicited messages that potentially require further processing through U-Partners. Develop media articles and posts for U-Report website and Facebook accounts, as well as upload and launch the polls and chatbots from the RapidPro platform (in collaboration with IT).

• 15 articles developed and uploaded on U-Report website • Unsolicited messages tagged and processed by U-Partners • 50 social media posts developed and uploaded on U-Report Botswana FB account • At least 25 polls and 10 chatbots uploaded and launched in RapidPro50 working days25%Ensure that the youth opinion reports are presented to the relevant duty bearers and officials through monthly U-Report bulletins, which are going to summarize results of the monthly polls and other important U-Report Botswana surveys

  • A first University Degree in Communications, Public Relations, Marketing, Journalism, Social Science, Psychology, Social Work, Graphic Design, Computer Science
  • At least 2 years of experience in communications, marketing and/or public relations, using different media channels including social media for market and public opinion analysis and product placement.
  • At least 2 years of experience in design and placement of communications materials using traditional media, social media, and other virtual channels of information.
  • At least 1 year of experience developing and placing opinion polls and surveys
  • • Experience in engaging with international organisations, governmental structures, civil society, think tanks, advocacy initiatives, and youth organisations / centres / groups. Understanding of national and community-based channels of influence
  • • Experience in monitoring and evaluation. • Previous experience with real-time data applications is an asset. • Excellent command of English, professional speaking and writing abilities in English is required

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
