Result of Service - A first draft report by 12 June 2023. ISA will review it by 20 June 2023. - A final project report to be submitted to the ISA Secretariat by 30 June 2023.

Expected duration 150 working hours

Duties and Responsibilities a) Review, assess and document (flow chart as necessary) the present process of contract management with respect to the existing document management systems. b) Provide a critical review and analysis of relevant international best practices in mining registries and other extractive industries, providing five highly recognised national or regional registries and their key practices. c) Propose a structure for the Register. d) Propose workflows in line with international best practice and ISA rules, regulations, and procedures. The workflows will include measures to ensure the Register is kept current and accurate. e) Identify the steps needed to transfer and organize historical information relating to existing exploration contracts into the Register. f) Provide information on estimated required infrastructure and resources to develop and maintain the register, including how it may be integrated with DeepData . DeepData is the ISA Deep Seabed and Ocean Database designed to serve as a spatial, internet-based data management system. g) Review the capabilities of DeepData in relation to functionality required of the registry to determine whether DeepData can provide these. Propose possible adjustments to DeepData to accommodate, where possible, the requirements of the Register h) Identify a roadmap and indicative timeline for the development of the Register.

Qualifications/special skills The potential consultant should possess the following qualifications/skills: - A master’s degree is required. - A minimum of 5-year working experience from working with software database development and project management in complex projects. - Familiarity with the work of ISA is required. - Studies in software development, project management, or a related field is desirable. - Experience in writing technical reports and relevant dissemination materials for intergovernmental organizations is highly desirable. - Excellent written and oral communication skills in English is required. - Ability to deliver outputs against tight timelines is highly desirable. A minimum of 5-year working experience from working with software database development and project management in complex projects.

SELECTION/EVALUATION All proposals will be reviewed by a committee. Selection will be based on the following:

  • the skills and experience of the applicant
  • the financial proposal

MODALITIES OF WORK The work shall be performed in accordance with the terms of conditions of service of ISA and at the consultant’s home base. The consultant may be required to meet remotely with ISA Secretariat staff on issues related to the deliverables. A visit to the ISA offices to inspect the physical structures is anticipated. For this purpose, a return airline ticket to Kingston, Jamaica (economy, in accordance with general ISA policies on official travel) and a daily subsistence allowance for the duration of the trip at the applicable rates established by the International Civil Service Commission, will be provided by ISA. The Secretariat will make reasonable and practical efforts to facilitate the production of timely, accurate and useful outcomes by promptly responding to the consultant’s queries and providing the necessary reference material as identified by the consultant where feasible. MONITORING The consultant will report to and receive guidance from Chief CARMU and direct supervision by the Contract Administration Officer, who will review and approve the deliverables following close consultation and cooperation with the relevant offices in the Secretariat.
