Overview

You have:

  • Advanced degree in Economics, Marketing, Business Administration, Food Technology, Engineering and Design or related field.
  • Minimum of eight (8) years’ relevant professional experience in strategic planning, supporting SMEs in packaging, marketing and branding, and logistics management.
  • Sound knowledge and understanding of national, regional and global trade developments.
  • Demonstrated skills and experience in conducting training for SMEs.
  • Excellent ability to communicate in English both written and spoken.

Background

Background

Over the years packaging has evolved well beyond its original function as merely a means of product protection. It now plays a key role in marketing, providing product information and establishing a brand image and awareness. It also essential in increasing the shelf-life of products and enabling transport. Packaging and branding are therefore critical in distinguishing a product and or service from other similar or competing products.

Yet packaging and branding remain one of the biggest barriers to SMEs accessing more rewarding markets. SMEs in Uganda have limited access to quality yet affordable branded packaging material that meets international standards. Majority of MSMEs thus package their products using rudimentary processes and materials rendering their products uncompetitive in the market. This is further entrenched by the limited capacities of MSMEs in brand development and positioning.

As such, UNDP is supporting the Ministry of Trade, Industry and Cooperatives to develop a national packaging and branding strategy. The Strategy is intended to guide the Government of Uganda’s interventions in supporting the packaging and branding industry; as well as promote the development and use of appropriate and sustainable product packaging by SMEs. In this regard, UNDP Uganda is seeking the services of national consultant to support the Ministry of Trade, Industry and Cooperatives in developing a national packaging and branding strategy.

Duties and Responsibilities

Scope of Work

The overall objective of the assignment is to support the Ministry of Trade, Industry and Cooperatives in developing a national packaging and branding strategy to guide the Government of Uganda’s interventions in supporting the packaging and branding industry.

In this regard, the consultant will be required to:

  1. Conduct a detailed feasibility of the Ugandan Packaging and Branding Industry. The data/information will include but not limited to:
  • Key players/stakeholders in the packaging and branding industry in Uganda.
  • Strengths, Weaknesses, Opportunities and Threats faced by the packaging and branding industry in Uganda.
  • Technology gaps in the packaging and branding techniques and methods.
  • Emerging technologies and cost-effective solutions in packaging and branding.
  • Viability and sustainability of Common User Packaging Facilities for MSMEs.
  • Identification of SMES clusters who can be supported to form/utilize common user packaging and branding facilities.
  1. Prepare and finalize the National Packaging and Branding Strategy which will include but not limited to:
  • A SWOT Analysis of the packaging and branding Industry in Uganda.
  • Practical recommendations for improving the quality of packaging of Uganda’s SMEs products.
  • Recommendations for improving the quality of Branding of the products and services produced by Uganda’s SMEs/Firms.
  • Development of select SMES/value chains/Clusters through business clinics and other initiates in order to support them to improve the standards (Q-Marks) of their goods and services in order to compete favorably in the AfCFTA market.
  • Recommend any other appropriate measures both Public and Private Sector driven to support the Packaging and Branding Industry.
  • Strategy Implementation cost matrix
  1. Develop a training package to enable MTIC, District Local Governments and other relevant agencies in conducting SME training on packaging, branding and standards
  2. Support MTIC and other relevant agencies to conduct 6 regional clinics to train SMEs in select value chains on product packaging, branding and standards.

The scope of work above is indicative. UNDP, MTIC and the selected firm may by mutual agreement, amend part or the whole scope of work as maybe deemed necessary to achieve the objectives of the assignment.

Academic Qualifications:

  • Advanced degree in any of the following areas: Economics, Marketing, Business Administration, Food Technology, Engineering and Design or related field.

Years of experience:

  • Minimum of eight (8) years’ relevant professional and demonstrated practical experience in strategic planning; supporting SMEs in packaging, marketing and branding; and logistics management.
  • Sound knowledge and understanding of national, regional and global trade developments
  • Demonstrated skills and experience in conducting training for SMEs.
  • Proven experience in report writing and drafting and excellent ability to communicate in English both written and spoken.
