Consultancy Title: Consultancy to Support the Development of Communication and Dissemination Materials for DHIS2, NIS and COVID

Duration: 100 days over 11.5 months (1 October 2021 – 15 September 2022)

Background

The Data & Analytics Nutrition Unit has been developing the first DHIS2 Guide focused on nutrition, including Infant and Young Child Feeding, Vitamin A supplementation, Maternal Nutrition, Growth Monitoring and Promotion, Maternal Counselling, Severe Acute Malnutrition/Moderate Acute Malnutrition, and Emergency nutrition. As the Guide is finalized this year, the modules will be pilot tested in selected countries and rolled out across regions. To support and prepare regional offices, country offices, and implementing partners to fully utilize the Guide and the DHIS2 nutrition modules, training assets will be developed to help users manipulate the software interface/dashboards and understand key components such as indicator terminology, definitions, data visualizations, and data entry. While the team also finalizes the Nutrition Information System (NIS) Guide, several technical notes will be produced to further enhance the content of the NIS Guide and their utility in the field to strengthen routine administrative data systems. Within the context of COVID-19 pandemic, UNICEF will continue to monitor and highlight the multisectoral impacts of the pandemic on nutrition outcomes, particularly the effects on women and children.

Terms of Reference / Deliverables

In close collaboration with the Data and Analytics Nutrition Unit team members, the incumbent will:

For the DHIS2 work stream:

  • Draft, revise, and finalize communication and training materials/capacity-building assets, including scripts and content for webinars and videos;
  • Draft, revise, and finalize dissemination and promotional materials of the DHIS2 Guide and nutrition modules including journal papers, blogs, brief reports, and advocacy pieces.

For the NIS work stream:

  • Draft, revise, and finalize technical notes for the NIS Guide content.

For the COVID and Nutrition work stream:

  • Draft, revise, and/or edit communication and dissemination products associated with COVID and Nutrition, such as the analytical framework, and UNICEF Breastfeeding conceptual model. Written products include peer-reviewed papers (e.g. framework development methodology, modelling), flyers/brochures, explanatory texts, and website content for the mainstream audience.

Qualifications

(1) Education

  • At least a Bachelor’s degree in Nutrition, Epidemiology, Public Health, Monitoring and Evaluation, Health Information Systems, Health Communication, or a relevant field.

(2) Work experience

  • At least 8 years of solid professional work experience in a relevant field;
  • Previous writing experience; Proven experience in writing of guidance related to monitoring would be an asset;
  • Previous experience in producing/writing training, dissemination, and communication products;
  • Good knowledge of nutrition programming, monitoring and evaluation, and related technical fields.
  • Prior work experience providing services to the United Nations or other international organizations is preferable;

3) Competencies

  • Excellent communication skills in English;
  • Excellent written skills in English, of publication standard;
  • Strong organizational, planning, and analytical skills;
  • Demonstrated ability to meet deadlines;
  • Demonstrated cultural sensitivity, diplomacy, and ability to establish harmonious working relations in a multicultural environment and as part of a team.

Requirements****:

  • Financial proposal that will include:
    • Your daily/monthly rate (in US$) to undertake the terms of reference (can be downloaded here: https://www.unicef.org/about/employ/index_consultancy_assignments.html)
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
