Objective:

The long-term goal is to ensure that all young children and their families from all social and economic backgrounds have equitable access to a continuum of care through high quality health, nutrition, early learning, child protection and social protection interventions from pre-conception to age 6 years, enabling them to survive, thrive and overcome inter-generational poverty.

This assignment is considered as a continuation to the previous assignment to develop and validate the national costed plan of action based on the national strategy. The specific objective of this assignment is to support to ECD strategy and action plan launching, initiating roll-out to governorates & planning UNICEF entry points to support implementation.

Methodology:

The assignment will be led by NCCM, in collaboration with the national committee for ECD policies, and supported by UNICEF. A national consultant will work closely with NCCM, UNICEF and will communicate with other stakeholders as required. The process will include the following steps:

  1. Revise final versions of Strategy and Action Plan after editing and layout, incorporating all partners’ comments and updating figures for indicators as required
  2. Prepare a combined summary document for ECD Strategy + Action plan (incorporating comments from NCCM & UNICEF)
  3. Support launching of National Strategy & Action Plan
  4. Prepare and deliver workshops to ECD Task Force and other stakeholders at central and governorate levels to initiate dissemination of national action plan.
  5. Develop a plan and budget for UNICEF strategic entry points to support the implementation national action plan in coordination with national initiatives eg Haya Kareema.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

The consultancy will be conducted during the last quarter of 2021, 1st November 2021- 1st March 2022. The consultant will communicate with relevant stakeholders to accomplishment of the assignment as required.

Under the guidance of the Early Childhood Development Manager, the consultancy will include the following tasks:

  • Desk review of the national strategy and action plan documents in English and Arabic and incorporate last minute comments received from partners after editing work is done.
  • Data collection to update information in the strategy and JMF as required in relation to figures, government achievements, new initiatives, etc. since early 2020.
  • Prepare a combined summary document for ECD Strategy + Action plan (incorporating comments from NCCM & UNICEF)
  • Provide technical support to the ECD national strategy and action plan launching event
  • Prepare and deliver workshops to ECD Task Force and other stakeholders at central and governorate levels to initiate dissemination of national action plan.
  • Develop a plan and budget for UNICEF strategic entry points to support the implementation national action plan in coordination with national initiatives eg Haya Kareema
  • Submit the final report on the assignment, including recommendations for way forward

To qualify as an advocate for every child you will have…

    • Advanced degree in economics, social science, development studies or other relevant degrees
    • At least 15 years of experience in the field of reviewing and developing national action plans preferably in areas related to child rights and development

    • Demonstrated knowledge of the ECD national strategy and costed action plan in Egypt.

    • Experience in working with multiple stakeholders, government, UN organizations and other development partners;
    • Fluency and excellent technical writing skills in Arabic and English;
    • Experience in facilitating national meetings and workshops
    • Effective communication and advocacy skills.

Conditions of work:

  • NCCM, supported by UNICEF, will organize the launch event and orientation workshops
  • Work station: free lance
  • Laptops, computers and office supplies are not provided by UNICEF
  • Payment upon submission of quality deliverables approved by NCCM and UNICEF.
