Objective:

To contribute to enhancing the gender-responsiveness of the Ending Violence against Children portfolio and to provide technical support to the FGM abandonment programme.

Methodology:

The consultant will support the development of new approaches and materials which will contribute to:

  • Mobilizing stronger community engagement to support a more conducive environment for SGBV and FGM abandonment.
  • Strengthening the capacities of community outreach workers to address SGBV and FGM.
  • Enhancing the gender-responsiveness of the Ending Violence against Children (EVAC) normative framework by conducting a gender review and developing an advocacy plan for the EVAC National Action Plan.
  • Identifying gaps in addressing intersections between the national Ending Violence against Women and Ending Violence against Children frameworks, systems, and services with the objective of developing an integrated national response to the impact of family violence on children, with special focus on SGBV.

The consultant will be requested to undertake the following tasks:

  • Participate in a briefing meeting with UNICEF Egypt team.
  • Participate in two briefing meetings with NCW and with NCCM.
  • Conduct desk review of relevant curricula, manuals, documents, and materials related to SGBV and FGM abandonment.
  • Assess the needs of community outreach workers affiliated with national partner organisations to effectively address SGBV and FGM in local communities.
  • Develop capacity-building material on SGBV and FGM abandonment for community outreach workers based on the needs assessment.
  • Design and deliver a ToT programme on the developed content for selected master-trainers.
  • Contribute to the development of innovative community engagement approaches for FGM abandonment, such as community-led social accountability mechanisms.
  • Conduct a gender analysis of the Ending Violence against Children National Action Plan, recommend adjustments for enhanced gender mainstreaming, and develop corresponding advocacy plan.
  • Conduct a gap analysis on addressing intersections between EVAC and EVAW in terms of co-occurrence and shared risk factors, with the purpose of identifying an integrated national response to the impact of family violence on children.
  • Develop a final assignment report, including recommendations and suggested way forward.

To qualify as an advocate for every child you will have…

  • A Master’s degree in gender studies, social sciences, or other relevant disciplines.
  • At least 20 years of work experience in designing and managing gender-responsive programmes, specifically related to SGBV and harmful practices.
  • Excellent communication and writing skills in English and Arabic.
  • Experience in working with multiple stakeholders is an asset: governments, civil society, private sector, and the UN.
  • Knowledge of the United Nations’ system, practices, and procedures, particularly UNICEF’s system is an asset.
