Purpose of assignment: To support child right’s monitoring in Ukraine

Within the framework of the Core Commitments for Children in Humanitarian Action, the main purpose of the assignment is to ensure support UCO is scaling up its Child Protection Emergency Response, with a focus on monitoring child rights violations. The consultant will:

1. Prepare an inception report

An approved inception report, including: (a) workplan; (b) methodology; (c) desk review on organizations undertaking monitoring and reporting of children’s rights in Ukraine; and (c) plan for training in consultation with UCO.

2. Prepare a mapping report of CSOs engaged in child rights monitoring

Support the mapping of actors present in the country that have a relevant mandate and are able and willing to contribute to the documentation of, or response to, grave child rights violations and prepare and finalize mapping report.

3. Draft a report on trends on the recruitment and use of children in armed conflict and develop advocacy materials.

Prepare and finalize report, namely: a) analyse findings and discuss with UCO for initial feedback to be reflected in the first draft of the report; b) reflect feedback from RO and UCO in the next rounds of draft reports and in the final report; c) prepare additional summarised versions of the report for advocacy and information purposes, particularly for relevant stakeholders, including for donors, decision-makers, and the general public; d) review the Ukrainian translation of the report and other written materials and ensure that they correspond adequately to the originals (English) developed for this exercise.

4. Deliver training to various stakeholders on monitoring and reporting on grave violations.

The consultant will customize available training materials (Ukrainian and English) and provide training to relevant CSOs and other partners to help them monitor and report information on grave violations.

5. Prepare analysis report on grave violations of children’s rights

Consultant will analyse alleged cases of grave violations of children’s rights and prepare analysis reports detailing relevant incidents.

The Consultant will work closely with Child Protection in Emergencies Manager.

Minimum requirements:

Education [specify disciplines]

Master's degree

Advanced degree (Master’s or equivalent) in law, political sciences, international relations or other disciplines related to human rights. A combination of relevant academic qualifications and extensive work experience may be accepted in lieu of the advanced university degree.

Professional experience [number of years, relevant to the assignment, other specifics]

Minimum five years of progressively responsible experience in political affairs and human rights monitoring and documentation with a focus on children’s human rights and/or child protection during armed conflict.

Please provide an all-inclusive financial proposal to carry out the deliverables listed above.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
