Background

The Spotlight Initiative which is a joint European Union (EU) and United Nations (UN) programme that aims at eliminating violence against women and girls, including sexual and Gender-Based Violence (GBV), Harmful Practices (HP) and Sexual Reproductive Health and Rights (SRHR) in Uganda, is being implemented by several entities.

Pillar two of the Initiative focuses on strengthening institutions at National and Sub-national level to plan, fund and deliver evidence-based programmes that prevent and respond to violence against women and girls and harmful practices, including in other sectors. In this regard a number of public officials from Ministries, Departments and Agencies (MDA) and Local Governments (LGs), as well as civil society organizations have undergone a number of training activities to enhance their capacities to plan, budget and implement evidence-based programmes that prevent and respond to violence against women and girls and harmful practices.

As implementing partners, the Ministry of Public Service in collaboration with Ministry of Gender, Labour and Social Development with funding from the EU-UN Spotlight Initiative wish to conduct a tracer study. The aim of the tracer study is to get feedback from the public officials from MDAs and LGs as well as personnel from civil society organizations-CSOs, that benefitted from EU-UN Spotlighted funded training activities., to assess their perspectives on i) extent of knowledge and skills gained on Gender Based Violence (GBV) prevention and response issues; ii) extent of application of gained skills and knowledge on GBV prevention and response, during the planning and budgeting processes; iii) change realized in practices, attitudes and behaviors at individual and institutional (department/unit level ; iv) lessons learnt during knowledge and skills application and v) recommendations to improve the design and delivery of future similar trainings.

The information derived from the tracer study will inform UNDP and its implementing partners (such as Ministry of Public Service, Ministry of Gender Labour and Social Development, Ministry of Local Government, and the Civil Society Organizations) of the changes (if any) that have been realized by the institutions hosting the trained officials to inform programme reporting and evaluation. The information will be used for purposes of this study under the EU-UN Spotlight Initiative to eliminate violence against women and girls. The individual responses will be kept as confidential.

UNDP intends to employ the services of a National Individual Consultant to provide Technical Support to undertake a Tracer Study.

Duties and Responsibilities

The overall objective of the assignment is to support the production of a tracer report, detailing the knowledge and skills gained by the trainees, extent of application of learnt knowledge and skills, challenges, and recommendations. Specifically, the Consultant will:

  1. Produce an inception report, detailing his/her understanding of the assignment and a workplan for executing the assignment.
  2. Develop a tool to use to conduct a tracer study, have it tested and share it with UNDP team for review and clearance.
  3. Conduct a tracer study using the list of trained officials from Government Ministries, Departments, Local Governments and Civil Society Organizations to find out;
  • Where the trainees are working – and if the training on GBV prevention and response is still relevant to their current work tasks and responsibilities. Or in what ways do their current jobs make use of the knowledge and skills acquired on GBV prevention and response.
  • extent of knowledge and skills gained on Gender Based Violence (GBV) prevention and response issues;
  • extent of application of gained skills and knowledge on GBV prevention and response, to guide them during planning and budgeting processes, citing skills that have helped them to perform better in their present jobs.
  • change realized in practices, attitudes and behaviors at individual and institutional (department/unit);
  • lessons learnt during knowledge and skills application and
  • recommendations to improve the design and delivery of future similar trainings, citing specific skills or knowledge that was missed during the training?
  • Prepare a Tracer Study findings report, that should have an executive summary, background chapter, findings and accompanying evidence to support the trainees’ views/quotations, recommendations and impact/changes mentioned.
  • Present the findings at a validation meeting, where she/he will receive comments to improve on the tracer study report, before final submission.

Competencies

  • Demonstrated competencies in research and analytical writing skills, as well as ability to deliver on time, meet tight deadlines and work with limited supervision.
  • Demonstratable knowledge in monitoring and evaluation of programmes in public sector and civil society entities
  • Demonstrated knowledge of gender and monitoring and evaluation programmes will be of added advantage.

Required Skills and Experience

  • A post graduate qualification in social sciences, development studies, business studies, gender studies, monitoring and evaluation, mass communication or any related fields
  • At least 8 years of experience in developing, coordinating and conducting tracer studies or evaluations of capacity enhancement programmes (or related approaches such as outcome monitoring)
