- From 5 to 10 years of experience in the field of reviewing and developing national documents, preferably in areas related to child rights and development
- Experience in working with government
- Fluency and excellent technical writing skills in Arabic and English

How can you make a difference?
Objective:
The objective of the assignment is to produce a final complete version of the national strategy and action plan that is approved by NCCM and UNICEF.
Methodology:
The social development expert will work closely with NCCM to prepare a final complete version of the strategy and action plan including the acknowledgements, table of contents, annexes, references, etc.. The expert will:
- Conduct a desk review on latest achievements in ECD field in Egypt, including social protection, health, nutrition, care, culture, and education sectors.
- Consult experts in different fields related to ECD
- Review the draft ECD strategy and action plan to refine and clarify the proposed strategies as required building on existing national efforts for human development.
Incorporate inputs from the policy and legal experts, NCCM and UNICEF and prepare the final version on the ECD strategy and action plan ready for printing.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:
The assignment is planned to start in March 2022. T****he expert will work closely with NCCM t****o incorporate all the latest developments and achievements in ECD in Egypt and prepare the final version including the inputs from the policy and legal experts. The expert will communicate with relevant stakeholders to accomplish the assignment as required.
The assignment will include the following tasks:
- Meet with NCCM and the other 2 experts to discuss changes required in the documents as related to existing policy and legal frameworks and latest achievements related to ECD in Egypt
- Conduct a desk review on latest achievements in the field of ECD with relevance to the different sectors including social protection, health, nutrition, care, education, and other relevant sectors.
- Consult experts on latest developments in ECD in different sectors.
- Revise the current draft national strategy and action plan documents to incorporate latest developments related to ECD in Egypt
- Prepare the final version of the national strategy and action plan after incorporating all inputs from NCCM and the other experts and presenting the final documents for NCCM approval.
Deliverable and Payment:
Main deliverable: The final version of the national strategy and action plan, including all inputs from NCCM, UNICEF and other experts. The 2 documents must be approved by NCCM as final documents for launching.
Payment: 100%
Conditions of Work:
- NCCM will organize meetings as required as well as coordinate the work with other experts to produce the final version of the national strategy and action plan, ready to be launched.
- Work station: free lance
- Laptops, computers and office supplies are not provided by UNICEF
- Payment upon submission of quality deliverable approved by NCCM and UNICEF

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
