Papua New Guinea’s Defining Elements and Its Unique Complexity

Papua New Guinea (PNG) is one of the world’s most diverse countries – geographically, ethnically, linguistically and culturally. It is the largest Pacific island country, spread over 600 islands across approximately 463,000 km2, and home to 7,275,324 people based on the 2011 Census, or 8,947,024 according to latest United Nations estimates in July 2020. The country’s annual population growth rate has averaged 2.2 per cent over the last decade. Children under the age of 15 represent 42 per cent of the population. This population profile impacts development issues as services need to expand to maintain the current baseline level. Although PNG has significant strategic assets, including oil, gas, gold, copper, forestry and fishing resources, delivering services to this dispersed and mostly rural (85 per cent) population is very challenging, with limited access to many parts of the country, high logistical costs and supply management issues.

How can you make a difference?

The SMR provides the opportunity to revisit and revise programme strategies, which will involve extensive consideration and comparison of the situation analysis and programme strategies to identify levels of coverage of key interventions for each sector, identify bottlenecks and barriers for increased coverage, change in programme environment, identify new development priorities.

The SMR will answer key programming questions, including:

  • Is UNICEF focusing on the right problems to address the issues facing children in PNG?
  • How does UNICEF obtain the greatest impact from the programme?
  • What changes can be made to increase relevance, appropriateness, effectiveness and efficiency?
  • Clarity on how the new Country Programme will articulate a holistic vision for UNICEF’s contribution in improving the situation of children in PNG within three years and beyond

To ensure a comprehensive process that is aligned with corporate guidance, the PNG CO wishes to engage an international consultant to facilitate the internal reflection meeting, the SMR. The role of the consultant will be to support sections or working groups to revisit Programme Strategy Notes to ensure ongoing relevance, efficiency, effectiveness and appropriateness of the programme in the current context in PNG. The Consultant will have a leading role in facilitating and organizing the SMR preparation - liaising within the UNICEF Office to facilitate preparatory discussions and the planned workshop and preparatory meetings.

Given the large number of participants in these meetings, the expected online modality, an experienced facilitator is required to ensure the participation of staff and the strategic discussions set a clear way forward.

The international consultant will work closely with the Country Representative; Deputy Representative – Programmes; Deputy Representative – Operations; Planning, Monitoring and Evaluation Specialist, and the Section Chiefs.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Social Sciences, or similar background
  • Must have proven experience of producing analytical write ups
  • Have experience in facilitating similar workshop with UNICEF or other UN agencies
  • At least 10 years of working experience in analysis of social issues, preferably on children and in an international environment
  • Demonstrate knowledge and experience with the application of the human rights-based approach to programming (HRBAP), an understanding of the CRC, CEDAW and other relevant frameworks, ability to conduct equity-focused research and analysis
  • Strong analytical skills and excellent English language writing skill
  • Strong communication, presentation, and facilitation skills

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
