Purpose of consultancy
The purpose of this consultancy is to develop the national report & national action plan on assistive technology based on WHO household survey on Rapid Assistive Technology Assessment (rATA) that conducted in 2021, the report will be built on the national Data, Ninewa rapid assistive technology survey, recommendation report from consultation meeting and the Global report on assistive technology, in addition to the progress indicators collected in 2021.
Background
This consultancy falls within the ongoing WHO work to support countries in the operationalization of resolution WHA71.8 on “Improving access to assistive technology”. In this, it contributes to the regional initiative to operationalize 63rd WHO Eastern Mediterranean Regional Committee resolution EM/RC63/R.3 on the same issue.
The assignment focuses on developing a national report on assistive technology, with WHO support, in the context of an integrated approach, based on the best available scientific evidence. The national report would be utilized:
- To showcase the status in terms of access to AT with a comprehensive dataset, description and analysis
- To draw attention of government and civil society about the need for and benefit of improved access to AT, especially the return on investment.
- To make recommendations for concrete actions that will improve access to AT, especially in resource limited settings, based on the best available scientific information and country experience
To support implementation of the Convention on the Rights of Persons with Disabilities (CRPD) and making Universal Health Coverage (UHC) inclusive, eventually to meet the Sustainable Development Goals (SDG).
In 2021, Iraq has successfully organized with the support of WHO a household survey that conducted in six governorates according to population density. The data that obtained supported in developing a fact sheet that contributed to the Global report. These contributions are to be nationally acknowledged and further developed into the national action plans. Nowadays, sufficient data available on access to assistive products and services at country level. The GReAT project and consequent development and implementation of a national programme to improve access to AT, data on need, unmet need, demand, and barriers to access to AT is essential steps.
The current consultancy aims to develop a national report and a national action plan for access to AT based on the data from the implementation of the household survey in Iraq.
Deliverables
The following outputs should be completed in close consultation and collaboration with the concerned technical team in MOH-Iraq, WHO HQ, Regional Offices, Country Office (CO) and the Regional Data Coordinator (RDC) for the Global report on assistive technology.
Output 1: Assess the situation of assistive technology (AT) in Iraq, in close consultation with the concerned national team and WHO.
Deliverable 1.1: Collect any previous reports/studies of similar assessments in consultation with national counterparts.
Deliverable 1.2: Develop a national report based on the national data collected from the rATA surveys and the progress indicators on access to AT.
Deliverable 1.3: Coordinate with MOH-Iraq to publish Ninewa AT capacity assessment report in MOH website and in WHO journal if possible.
Deliverable 1.4: Publish the national report in MOH-official site and WHO Journal if possible.
Output 2: Contribute to developing a national action plan for improving access to assistive technology based on the findings of the assessment of AT in the country and drawing on the Regional strategic action framework
Deliverable 2.1: Contribute to developing a draft action plan
Deliverable 2.2: Co-facilitate a national workshop to review and discuss the draft national action plan
Deliverable 2.3: Contribute to revising the action plan after incorporating feedback from the national workshop, along with the needs assessment report for official endorsement
Qualifications, experience, skills and languages
Educational Qualifications
Essential: University degree in public health, social sciences or health informatics
Experience
Essential: At least 5 years’ working experience in one of the above-mentioned areas
Skills/Knowledge
- Academic writing capacity
- Good communication and people management skills.
- Problem solving and negotiating abilities to work with multiple stakeholders.
- Good understanding of household survey data collection process, data analysis methodology.
- Skills on statistical data visualization and interpretation.
- Good understanding of the assistive technology provision system or related policy framework in Iraq would be very helpful.
Languages and level required
Excellent knowledge of written and spoken English and Arabic
Location
In the home country of the provider where the MoH departments may be required to be communicated.

Remuneration and Expected duration of contract (Maximum contract duration is 11 months per calendar year)
- Remuneration: Grade NO-C
- Expected duration of contract: 44 days within this period: Start date: 15/08/2022 - End date: 30/11/2022
Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
