Overview

Support the development of Zimbabwe’s CEDAW Committee Recommendations National Action Plan.

You have:

  • Master’s degree in law, human rights, social sciences, development studies, gender studies, or similar disciplines.
  • 7 years of relevant professional experience in the areas of human rights, gender equality, and development, women’s empowerment.
  • Extensive and proven work experience in the area of gender equality, women’s human rights, and the work of international human rights mechanisms.
  • Specific knowledge and experience related to international human rights instruments and mechanisms, particularly CEDAW, as well as Zimbabwe’s legislation and Policies on gender equality and women empowerment.
  • Experience in conducting studies, writing reports, and other publications on issues related to human rights, women’s rights, and gender equality.
  • Experience of working in/with government institutions.

Background

The Convention on the Elimination of All Forms for Discrimination against Women (CEDAW) and other instruments on gender equality provide the core framework for UN Women’s work in Zimbabwe. UN Women’s focus is on increasing capacities of the government to implement international human rights obligations, including CEDAW and supports strengthening of relations between Zimbabwe and the Committee on the Elimination of all forms of Discrimination against Women (CEDAW Committee). Under CEDAW, as with other human rights treaties, States are required to submit periodical reports to the Committee on the legislative, judicial, administrative or other measures adopted to implement the Convention. Following these reports, the Committee issues recommendations in the form of Concluding Observations for further measures that States need to undertake to fulfill the treaty’s obligations.

In February 2020, the Government of Zimbabwe presented the country’s 6th Periodic Report on the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW). The CEDAW Committee issued a set of recommendations for Zimbabwe which the State Party is expected to implement and report on in two years and four years respectively. UN Women seeks to engage a consultant to support the Government in drafting of a multi-sectoral Costed National Action Plan for the implementation of the Recommendations by the CEDAW Committee.

Duties and Responsibilities

Scope of the Assignment:

Under the overall supervision of the Director Gender and Women Affairs in the Ministry of Women Affairs, Community, Small and Medium Enterprise Development, and the guidance of the UN Women Deputy Country Representative the Consultant will support the development of Zimbabwe’s CEDAW Committee Recommendations National Action Plan.

Duties and Responsibilities:

  • Carry out an analysis of the CEDAW Concluding Observations;
  • Carry out stakeholder consultations;
  • Produce a first draft of the Costed CEDAW Recommendations National Action Plan and share with stakeholders for feedback;
  • Prepare and submit the final Costed CEDAW Recommendations National Action Plan.

Expected deliverables:

  • A consultancy work plan that includes timeline and a proposed outline and methodology for the consultancy (to be consulted with and approved by Ministry of Women Affairs and UN Women);
  • Costed National Action Plan on CEDAW Committee Recommendations.
