How can you make a difference?

Working under the supervision of the Child Protection Specialist in UNICEF Botswana Country Office and in close consultation with the Botswana Police under the Ministry of Defense, Justice and Security and the Department of social protection under the Ministry of Local Government and Rural Development, the objective of the consultancy is to develop SOPs for Child friendly police stations that will be used to guide the police, social workers and other professionals on ways to receive, investigate and refer cases of sexual, physical and emotional abuse of children in Botswana. It will also address ways to handle children that come into contact with the law by applying child friendly methods that will serve the best interest of the child.

Guiding Principles for the development of the SOPs are as stipulated below.

Work Assignment Overview

The consultancy is expected to take 60 working days spread over 3 months. Overall, the consultant will be expected to deliver SOPs for Child friendly police stations that will be used to strengthen the capacity of the police and other stakeholders to respond to sexual, physical and emotional abuse cases at police stations. The consultant will also conduct consultative meetings with service providers on child friendly police stations to determine elements to be included in the SOPs. Furthermore, they will conduct interviews and focus group discussions with key informants from the Botswana Police, Ministry of Defence Justice and Security, Department of Social Protection in the Ministry of Local Government and Rural Development; Civil Society Actors; other development partners and UNICEF programme staff.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Criminal Justice, Psychology or Social Work
  • At least 7 years’ experience of work relating to child protection with knowledge of violence against children especially sexual exploitation and abuse of children.
  • Knowledge of Child Protection Programmes in the Botswana including child justice system
  • Understanding and application of UNICEF mandates and principles of human rights, equity, and gender integration analysis.
  • Analytical, methodical, and precise style of writing and presentation skills in English are essential.
  • Advanced institutional knowledge and networks on child justice systems in the Southern Africa region.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Conditions:

- The successful candidate is expected to work with provision of his/her computer and administrative support.

- The Consultant will not be authorized to use UNICEF vehicles for airport transfers and/or local transport needs except for stakeholder meetings.

- Local transport needs and terminals must be included in the financial proposal.

- In cases where the Consultant is travelling with UNICEF staff, UNINICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

- The candidate selected will be governed by and subject to UNICEF's General Terms and Conditions for individual contracts.

Policy stipulations to be aware of;

- Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.

- No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.

- Consultants will not have supervisory responsibilities or authority on UNICEF budget.

- Consultant will be required to complete online courses related to Ethics, Prevention of Sexual Exploitation and Abuse and Security related trainings prior to taking up the assignment and/or travel.

- Consultant will be required to sign the Health Statement for consultants/individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.

- The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant.
