Purpose of assignment: To support the development of Child-friendly Interview Guidelines and training materials for Child Rights Monitoring and Reporting in Ukraine.
Within the framework of the Core Commitments for Children in Humanitarian Action, the main purpose of the assignment is to support the UCO to build capacity and ensure that those engaged in child rights monitoring and reporting mitigate risk to children, including risk of exposure to re-traumatization. The Consultant will develop:
1. Inception report
An approved inception report, including: (a) workplan; (b) desk review which outlines the sources of information on best practices in child-friendly interviewing; and (c) outline of the Guidelines and relevant training materials.
2. Child-friendly interview guidelines and job aids
The consultant will develop child-friendly interview guidelines for monitoring and reporting grave violations against children in Ukraine. To this end, the consultant will: (a) develop a desk review on best practices in child friendly interviewing; (b) develop a draft outline for review by UCO; and (c) incorporate feedback;
3. Training manual and related materials
The consultant will develop a training package consistent of: (a) training methods and materials: PPTs, session plans,
interactive learning materials, etc.; (b) facilitators guide to prepare trainers to continue to deliver the training; (c)
review translation of training package from English to Ukrainian; and (d) deliver a training of the trainers by preparing
materials and deliver a virtual TOT training workshop to relevant members of the CRM Technical Support Team.
The Consultant will work closely with Child Protection in Emergencies Manager.
Minimum requirements:
Education
Master's degree
Advanced degree (Master’s or equivalent) in law, political sciences, international relations or other disciplines related to human rights. A combination of relevant academic qualifications and extensive work experience may be accepted in lieu of the advanced university degree.
Professional experience
Minimum 8 years of progressively responsible experience in child rights monitoring and reporting with a focus on interviewing children.

Please provide an all-inclusive financial proposal to carry out the deliverables listed above.
i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
