How can you make a difference?

The Public Private Partnerships (Child Rights and Business) team, UNICEF Thailand Country Office (TCO) is seeking a qualified consultant who can facilitate the engagement with key stakeholders on how to develop a toolkit that can guide businesses on how to integrate Children’s Rights elements into ESG performance. This toolkit will be an important advocacy piece to further motivate businesses to promote children’s rights in their business policies and practices as well as strategically position Child Rights and Business Principles (CRBP) within the ESG landscape. UNICEF globally has already developed and published a “Tool for Investors on Integrating Children's Rights into ESG Assessment” which will serve as the basis for this assignment.

Work Assignment, Expected deliverable and Delivery schedule:

The nature of the assignment will require the consultant to work across partners from different sectors – spanning from experts within UNICEF Thailand, private sector, relevant Government Ministries and units, and other UN agencies (such as UNDP and UN Women). The above-mentioned “Tool for Investors on Integrating Children's Rights into ESG Assessment” is already translated into Thai with the title of “Tool for integrating Human Rights with Children’s Rights as Examples for ESG Assessment” in partnership with the Stock Exchange of Thailand (SET) but the content remains catered to the global level and is initially designed for investors. Therefore, this assignment requires the consultant (a) to develop a roadmap or a plan on how to develop this toolkit based on the above-mentioned ESG assessment toolkit for investors as well as existing sustainability reporting frameworks in Thailand, such as One Report and SDG Impact Standards and (b) to consult key stakeholders and collect recommendations from them. Based on the findings from the consultations, the consultant will be asked to develop the adapted and contextualized version of the toolkit.

The consultant and UNICEF Thailand will schedule regular meetings to check the progress and identify any bottlenecks or challenges for this assignment and make a collective decision. The consultant may also be invited to meetings with the Stock Exchange of Thailand (SET) occasionally, as this is part of the partnership between UNICEF Thailand and SET as well as other partners.

Assignment 1: In consultation with UNICEF Thailand, identify the thematic parts within the Toolkit that require localization in relation to the local corporate sustainability environment and that require adaption for the purpose of businesses using it as a toolkit. In this process, some level of desk review is also required to map out any existing products already developed that could contribute to the development of the Toolkit.

The Consultant is also expected to develop the roadmap for the engagement with listed companies (in consultation with SET), relevant Government agencies, and UN agencies. The final list can be further refined, but below is an initial list of stakeholders that need to be consulted:

• Private sector: at least 30 businesses (mixture of large and SMEs, a combination of SET-listed companies and GCNT member companies)

• Relevant Government bodies: Ministry of Justice, Ministry of Labour, MSDHS Department of Women Affairs and Family Development

• UN Agencies: UNICEF Thailand staff, UN Women, UNDP

Expected deliverable 1: A report containing the plan and detailed roadmap for the localization and adaptation process (in Thai and English) to the original Toolkit as well as other sustainability standards applicable to Thailand.

Delivery schedule: 15 January 2024

Assignment 2: The consultant is expected to facilitate a series of consultation sessions with key stakeholders about the localization of the Toolkit and produce a detailed report of each session that contains recommendations about the development of the final toolkit. The consultant can hold a minimum of 10 rounds of consultations with the above-mentioned stakeholders listed in Assignment 4.1. Once all consultations are concluded, the consultant is expected to present a summary of the findings and recommendations for the toolkit to UNICEF Thailand.

Expected deliverable 2: event facilitation (in Thai and English), reports per consultation (in Thai and English), and one oral final presentation in English summarizing the findings and recommendations from the consultation process.

Delivery schedule: 31 May 2024

Assignment 3: Based on Assignments 1 and 2, produce the final version of the Toolkit contextualized to Thailand’s corporate sustainability environment and adapted to the use for businesses.

Expected deliverable 3: Final Toolkit (in Thai and English).

Delivery schedule: 30 June 2024

Payment of the total amount will be made once all three deliverables are concluded and submitted to UNICEF Thailand, if agreeable with the consultant.

Duration of Contract: 30 November 2023 – 30 July 2024

Duty Travel: None and this consultancy is home-based and can be conducted remotely. However, physical presence within Thailand is required as the consultant may need to travel within Thailand (mostly Bangkok) to conduct and facilitate the consultation sessions in case they are in-person.

To qualify as an advocate for every child you will have…

• An advanced university degree in the area of sustainable development, public policy, Business and human rights, communication, or related field.

• At least 10 years of working experience in coaching corporate sustainability, human rights, and social sciences to the private sector, especially to SET-listed companies are a vital asset.

• Proficiency in sustainability trends and crating-shared value, as well as corporate sustainability framework, is crucial.

• Strong communication, presentation, and organizational skills.

• Fluency in Thai and English is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations, or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
