How can you make a difference?

Objective:

The objective of the assignment is to produce a final complete version of the national strategy and action plan that is approved by NCCM and UNICEF.

Methodology:

Both policy and legal experts will work closely with NCCM to prepare a final reviewed version of the strategy and action plan. The 2 experts will:

  • Conduct desk reviews: 1. existing national policies, strategies related to ECD in different sectors including social protection, health, nutrition, care, culture, and education sectors; 2. existing national laws including education law, child law, labour law, health insurance law and other laws in different sectors related to ECD
  • Consult experts in different fields related to ECD
  • Review ECD strategy and action plan to refine and clarify the proposed strategies as required to avoid contradictions with existing policies, national strategies, and legal frameworks

    ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

The assignment is planned to start on 1st March 2022. T****he 2 experts will work closely with NCCM to review the national strategy and action plan from the policy and legal perspectives. The experts will communicate with relevant stakeholders to accomplish the assignment as required.

The assignment will include the following tasks:

  • Meet regularly with NCCM to discuss ECD relevant national policy and legal frameworks, latest achievements related to ECD in Egypt, and the changes required in the documents.
  • Conduct a desk review on all existing policies and strategies in different sectors including social protection, health, nutrition, care, and education sectors and the Egyptian laws and international conventions related to ECD
  • Consult experts in the field
  • Revise the strategy and action plan documents and make all necessary changes, as required by NCCM, to align the documents with national policies and legal frameworks related to ECD in Egypt.

Deliverable and Payment:

Main deliverable: The final complete version of the national strategy and action plan aligned with the relevant national policy, strategy, and legal frameworks in Egypt. The 2 documents must be approved by NCCM and UNICEF

Payment: 100%

Conditions of Work:

  • NCCM will organize meetings as required and to produce the final revised version of the national strategy and action plan.
  • Work station: free lance
  • Laptops, computers and office supplies are not provided by UNICEF
  • Payment upon submission of quality deliverable approved by NCCM and UNICEF.

To qualify as an advocate for every child you will have…

  • Advanced degree in political, social science, legal and development studies or other relevant degrees
  • From 5 to 10 years of experience in the field of reviewing and developing national documents, preferably in areas related to child rights and development
  • Experience in working with government
  • Fluency and excellent technical writing skills in Arabic and English

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
