OBJECTIVES & SCOPE OF WORK

The anticipated result of this undertaking is that UNICEF Jamaica Country Office is better informed to

advocate for increased investment in adolescent and young people’s mental health, with a focus on

improving access to mental health services.

Objectives:

Provide a synthesis of available national data and information on the mental health of, and access to services by, adolescents and young people. This includes childhood neglect, abuse, adversities and children in contact or conflict with the law (which impact mental health outcomes in the long term)

Conduct a mapping of the critical national laws, policies and programmes that address quality of, and access to mental health services for children and adolescents

Identify potential advocacy asks around adolescent mental health, based on the most relevant data and in keeping with the advocacy strategy goal.

T****o qualify as an advocate for every child you will have:-

EDUCATION

An advanced University degree (Masters/PhD )in in Adolescent and Child Health or Psychology or related discipline (counseling, social work, etc.)

KNOWLEDGE, SKILLS AND EXPERIENCE

A minimum of 5 years of relevant professional work experience in research, policy or technical assistance related to mental health in Jamaica

 Experience in conducting both qualitative or quantitative data analysis

 Strong knowledge of the health sector and mental health issues facing children and adolescents.

 Demonstrated ability to produce clear, succinct policy and report writing

 Excellent written and oral communication skills in English required

 Ability to work independently and respond to feedback in a timely and professional manner

 Excellent organizational skills, attention to detail, and ability to contribute to a team

RECOURSE:

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines and completion of all mandatory trainings. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.

PROPERTY RIGHTS:

UNICEF shall hold all property rights, such as copyright, patents and registered trademarks, on matter directly related to, or derived from, the work carried out through this contract with UNICEF.

Consultants and Individual contractors, even those working from home, must complete the following online courses prior to signature of contract. All certificates should be presented as part of the contract.

Any consultant or individual contractor who is issued a UNICEF email address must complete the following courses no later than 30 days after signature of contract.

Individuals will be required to complete mandatory trainings after being awarded the consultancy and will be required to complete mandatory trainings, sign and submit key documentation and provide proof of health insurance before signing the contract to commence services.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Consultants and individual contractors are required to certify that they are covered by medical/health insurance.
