1.Purpose of consultancy

The purpose of this assignment is to collect the information on regulations and policies, which are related to sexual and reproductive health and rights (SRHR) according to the tool provided by WHO Regional Office and to identify gaps in such laws, regulations and challenging policies which hamper the effective implementation of SRHR programmes and service delivery in Jordan.

2.Background

Ensuring sexual and reproductive health and rights (SRHR) requires legal and policy support with institutional parameters well set for designing and implementing SRHR programmes and interventions. The right of individuals and couples to have information and access to a range of SRH services are closely dependent on existing laws and regulations allowing the use of SRH services. They play an important role in either fostering or undermining the sexual and reproductive health and rights and promoting, protecting or violating the peoples’ right for SRH.

To ensure an effective implementation of sexual and reproductive health and rights, countries need to adopt comprehensive SRHR policies and regulations targeting an equitable access to SRH services and responding to the populations SRH needs and priorities Reviewing and assessing existing SRHR policies and regulations are necessary to strengthen the existing ones and to establish new ones based on scientific evidence, accuracy and comprehensiveness of SRH services throughout the life-course.

The Reproductive and Maternal Health Unit under the Department of Healthier Populations in WHO/EMRO is planning to conduct an in-depth analysis of laws, regulations and policies, which are related to sexual and reproductive health and rights in five countries during 2021.

The purpose of this activity is to identify gaps in such laws, regulations and challenging policies which hamper the effective implementation of SRHR programmes and service delivery in Iraq.

**3.Deliverables

Output 1:** Provide technical support in conducting desk review of the existing SRHR related laws, acts, ordinances and polices in Jordan using the assessment tool provided by the regional office.

Deliverable 1.1:

Support an international consultant (already recruited by WHO/EMRO) to carry out detailed desk review of the existing SRHR related laws, acts, the ordinances and polices in Jordan.

Deliverable 1.2:

Communicate with the Ministry of Health and other national authorities to obtain the necessary government documents and other documents.

Deliverable 1.3:

Translate the documents in national language as appropriate to facilitate the work of international consultant

Deliverable 1.4:

Communicate and conduct regular virtual meetings with international consultants and obtain and verify necessary information

Deliverable 1.5:

Organize necessary virtual meetings with the Ministry of Health and other stakeholders

Output 2****: Develop a draft country report and country briefing notes on SRHR legislative and policy analysis.

Deliverable 2.1: Provide technical support to analyze the collected information based on the developed framework.

Deliverable 2.2: Assist in developing the national report and country briefing notes with recommendations

4.Qualifications, experience, skills and languages

Educational Qualifications:

University degree in law /social sciences/public health related field with post graduate qualifications in relevant field.

Experience

Essential: Up to 5 years of relevant experience in carrying out research and working with multiple stakeholder groups.

Sound understanding of national and international exposure for legal frameworks and guideline on reproductive health.

Desirable: Past experience of working on a similar assignment with UN / WHO will be preferred

Languages and level required:

Excellent command of English and Arabic (Read - Write - Speak).

The work will be carried out virtually and with face-to-face meetings

7.Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.
