How can you make a difference?

The Adolescent Development and Participation Section, UNICEF East Asia and Pacific Region Office (EAPRO) is seeking an individual consultant to provide technical support to analyze findings of the “Digital Literacy in ASEAN” survey and develop a report targeting government and external partners.

Background:

The East Asia and Pacific Region is home to more than one quarter of the world’s children and adolescents—around 580 million. Despite significant improvements in expanding access to education, achieving learning outcomes remains a challenge. Approximately 78 million children and adolescents in the region are in school, but not learning adequately.

Although this region has the fastest growing internet penetration in the world, the COVID-19 pandemic and the effects to move to online education have revealed the digital divide in ASEAN, between the children who have access to digital learning opportunities and those that do not, often in remote areas. Many students lack internet access, devices and adequate digital literacy, and teachers are largely unfamiliar with new technology and lack training to effectively utilize these new tools.

Noting the above context and challenges, in October 2020 UNICEF collaborated with the ASEAN Senior Officials Meeting on Education to host the ASEAN-UNICEF Conference on Digital Transformation of Education Systems. Ahead of this meeting UNICEF ran an online poll that reached over 8,000 adolescents and youth and asked their opinions and perceptions of digital literacy – including their level of access to digital tools in school, their own digital skills, and the role digital literacy can play in their future.

Initial top-level results of this survey were presented at the online conference. At this time, UNICEF is seeking an analytical writer to review the raw survey data and develop a more robust report of the findings, including analyzing differences across countries, genders, geographic areas (rural/urban), and age ranges (10-14 years, 15-24 years). The report will be published online and shared among the Ministers of Education across ASEAN, as well as with private sector leaders who attended the conference. The report should be succinct and easy to read for a wide audience.

Work Assignment:

Under the direct supervision of UNICEF Regional Advisor, Adolescent Development and Participation (ADAP), the individual consultant will provide technical support of the following;

  • Review raw survey data and top-level findings presentation and develop an outline for a 10-15 page report with lines of inquiry that will be explored, including but not limited to: gender, disability, rural/urban, least developed countries, age brackets (10-14 years; 15-24 years), selected country-level findings as appropriate, and others. The written report should also reference the October 2020 conference and the engagement between UNICEF, ASEAN, and the UNICEF-SAP partnership.
  • Conduct statistical analysis of aforementioned lines of inquiry as appropriate.
  • Present findings and young people’s recommendations in succinct and engaging written report not exceeding 15 pages.

The consultant is expected to provide maximum 15 pages report presenting the findings of the youth survey, and presenting innovative solutions to improve digital literacy across ASEAN in recommendations section. Final report should be ready for publishing by 25 November 2020.

Estimated Duration of Contract: Maximum 15 working days during 9-25 November 2020

Official Travel: The consultant will work remotely from home.

To qualify as an advocate for every child you will have…

  • Master’s Degree or equivalent in Social Science, Public Policy or related field with significant experience in undertaking research and analysis and report writing.
  • A minimum of 5 years of relevant professional experience, including technical knowledge of statistical analysis and methodologies, and ability to use statistics software.
  • Demonstrated experience in conducting, compiling and synthesizing quantitative data and producing written and graphical representations of analyzed data. (Submission of similar report writing samples is encouraged).
  • Demonstrated ability to produce high quality written reports. This includes ability to write outstanding materials and turn ‘technical’ language into engaging content for a wider audience.
  • Experience with various research approaches, including preparing desk reviews and conducting interviews with diverse stakeholders.
  • Possess excellent research, logical, analytical and writing skills.
  • English native speakers or high level English essential.
  • Well organized and structured, good attention for detail.
  • Professional work ethic, integrity, and initiative.
  • Experience writing for UN (including UNICEF) or other international organizations highly desirable.
  • Knowledge and understanding of East Asia & the Pacific and its development context is an asset.
  • Graphic design skills desirable.
